The regular meeting of the City Council was held at 2:04 p.m., in Council Chambers. Mayor Van R. Johnson, II called the meeting to order. He then recognized Ald. Alicia Miller Blakely, who introduced Chatham County Sheriff Richard Coleman, to offer the invocation. The Pledge of Allegiance to the Flag of the United States was recited in unison.

* Mayor Johnson thanked TEAM Savannah, including City Manager Melder and public safety officers (Fire and Police), for an outstanding 250 Celebration of our country. He also thanked Archives & History Officer Luciana Spracher and Ald. Palumbo, who led the 250 Celebration/Committee efforts. More exciting things are still to come. As it continues to be disrespectfully hot, Mayor Johnson thanked TEAM Savannah for making sure people are safe and cool. Cooling centers and splash pads are open. He stated that we will also be adding the Brock and Haven Elementary school pools to our swimming inventory, via a $1 rental agreement. These schools are not owned by the City; they are owned by the Board of Education. Prior to being programmed, the pools had to be inspected. Both pools have passed inspection. Mayor Johnson requested the City Manager to agendize the agreement for the next City Council meeting for the sake of the record. |

Mayor Johnson presented a proclamation celebrating the 15th Anniversary of the Smoke Free Air Ordinance to Healthy Savannah and other advocates. |

| 5. Appearance and Recognition of Georgia Power for Supporting the City Hall Interior Restoration Project. (Municipal Archives & History) | |
Archives & History Officer Luciana Spracher and City Manager Melder presented to Georgia Power's Southeast Region representative, William Mock, and Chatham County representative, Mickey Daniel, recognizing Georgia Power's support and generous donation to the restoration project. Georgia Power donated $40,000 to restore the electric lighting to the interior stained glass dome. Ms. Spracher stated this donation supplements an earlier donation of $50,000 that Georgia Power made in 2024, which has supported the restoration of the original historic brass lighting fixtures both in council chambers and in the rotunda.

Mayor Johnson declared the alcohol hearing open for agenda item #7. Speaker(s):

Lanier moved to postpone agenda item #7 to the August 13, 2026, Council Meeting with time to review the overlay with the City Attorney, seconded by Ald. Miller Blakely. No vote was taken. c. Ald. Wilder moved to proceed to approve agenda item #7, seconded by Ald. Leggett. The motion passed, 7-2-0. Ald. Miller Blakely and Ald. Lanier voted no. d. Ald. Purtee moved to call the question. No vote was taken on the motion.
Ald. Lanier stated that in this instance, we got something that is broken, and since she has been on Council she has been working on this issue. She further expressed how she is working with the city attorney, and they have drafted a healthy proposal that will solve the immediate issue because the issue is much bigger than the alcohol overlay. Ald. Lanier stated that the community she represents has always been inhibited through structural and systemic racism through codes like this one. Ald. Lanier stated that the definition of an overlay is a temporary measure that is supposed to correct a social problem and is not intended to be permanent because there is a permanent zoning on the ground. She explained that the overlay started in the late 90s and early 2000s, with West Savannah being infiltrated with package stores that had lounges in the rear that caused a horrible impact on our community--we had loitering, drunkenness, and trash being thrown in people's yards. Ald. Lanier stated that, at that time, she was the president of Hudson Hill Neighborhood Association. She worked with their alderman, Alderman Johnson, and city staff to create the overlay, and it worked. Ald. Lanier expressed that we no longer have that problem, that model, or the loitering--the issue has been solved. She further expressed that, as administrators, we should have had some adjustments to this policy because we are experiencing some unintended consequences, and those consequences are impacting us as this growth and development comes running us over and out of our community. Ald. Lanier stated we need to adjust this overlay. We need to be fair, which is equity that we say all the time is fairness, and we have not done that. She also expressed her concerns regarding the 3rd and 5th District overlays in comparison with the 1st District. Ald. Lanier stated, "So, it is not about the Bee Company because they walked into something that we were in the middle of, and what we need to do in order to do right by the applicant and other businesses, is that we make these changes. She stated we are not asking for any more package stores; we are asking to allow event spaces and restaurants to have an alcohol or revenue license. Ald. Lanier further expressed that this is more than just about alcohol, because alcohol is an economic driver; that is what we need in this depressed area. She stated that we want to create something that was going to allow:
Ald. Lanier requested that the Council postpone this measure until August 13, 2026, to allow the review of the work the city attorney has done regarding the alcohol overlay in the 1st District. Mayor Johnson stated Ald. Lanier was conflating two issues. He then asked the City Manager to confirm that the Savannah Bee Company was not in the alcohol overlay (It is not in the current one), and that it is directly across the street from the Enmarket Arena, which has a liquor license. (Correct) Mayor Johnson asked whether this (alcohol license) had been properly and legally advertised. (Yes) Ald. Miller Blakely thanked Ald. Lanier for her comments/remarks. She stated that it breaks her heart that we have one business off of Lathrop, who has been in business for 4 years and has been trying to obtain an alcohol license. Ald. Miller Blakely expressed that the referenced business is located one minute driving time away from the Bee Company. She further expressed that Ald. Lanier has been asking for 4 years for the Council to look at the overlay. Ald. Miller Blakely stated that we are not saying to lift it across that whole area, just in that industrial area where that business is located. She explained that the Bee Company is right around the corner from the referenced business, and it was unfair and unjust for the Council to give the Bee Company an alcohol license, which is not even 60 seconds away, and the Council cannot even look at readjusting the overlay for the Vintage. Ald. Miller Blakely stated the reason that Savannah Bee Company should not (be approved) is that it was not fair and was inequitable. She further stated she refuses to vote again for another license on this dais until the Council looks at the overlay and grants economic drivers for businesses, especially small black-owned businesses that need it. Mayor Johnson stated that the matter at hand was the hearing as to whether Thomas E. Dennard III for Savannah Bee Company, a specialty retail shop at 313 Stiles Avenue, should receive approval for a Class E Wine by the Package and Class G Complimentary alcohol license. He stated that this has been conflated into an overlay that the City Council approved January 4, 2018, in which he led that effort with the communities in 2018. Mayor Johnson stated the business that was referenced did not even try to get into their location until April 2022, after they were advised by staff that it was in an overlay. He further stated that, if the issue is about the overlay and if the Council wants to address that, fine, but the issue today is about Thomas E. Dennard, III, who has followed the rules, has applied, and it has been noticed properly. Mayor Pro Tem Dr. Shabazz stated that whatever was mentioned about the 5th District, she needed everyone to fact-check it against the records. |
