21. Authorize the City Manager to Execute an Annual Contract with New South Associates (Primary) and Brockington Associates (Secondary) for Archaeological Services in an Amount not to Exceed $250,000. (Capital Projects)

Description

This archaeological services contract is to support the Archaeology Resource Protection Ordinance and other archaeological services, as needed. This contract can also be used for post-disaster events. 

The Consultant will provide services that generally consist of those common to archaeological investigations, to include but may not be limited to research and survey; evaluation and testing; excavation fieldwork; monitoring and management of archaeological sites; identification and curation of artifact collections; and full documentation of archaeological investigations to appropriate governmental agencies. Due to the possibility of FEMA reimbursement, Local Preference could not be considered in this solicitation.

The request was advertised, and two proposals were received. The proposals were reviewed for qualifications, experience, references, and fees, and then scored accordingly by an evaluation committee consisting of City staff. Out of a total of 100 points, the point breakdown was as follows: 

  • Qualifications and Project Experience: 55 points available 
  • References: 10 points available 
  • Fees: 35 points available 

For price comparison purposes, proposal pricing was based on 1 hour of service being provided per consultant.  This amount will increase based on the hours of proposed work, but is not expected to exceed a total of $250,000.  The two vendors submitting proposals were as follows: 

New South Associates, Inc. (Stone Mountain, GA) (D) - $92.68* (Primary)

Brockington and Associates, Inc. (Savannah, GA) (B) - $117.64* (Secondary)
