22. Authorize the City Manager to Execute a Construction Contract with Polote Corporation for the Savannah Police Department's Traffic and Records Building Renovation Project in the Amount of $975,000. (Capital Projects)

Description

The Savannah Police Department’s Traffic and Records divisions are currently located in the leased Northwest Precinct facility on Bay Street. That lease expires at the end of the year, and these divisions will be relocated to the former Municipal Services Southside Annex located at 5515 Annex Road. 

This project includes an interior refresh and building retrofits to adapt the existing Southside Annex facility to serve police operations. Improvements will include an interior refresh and modifications to support the functional needs of the Traffic and Records divisions, along with site enhancements such as additional secured fencing. The scope also includes construction of a pre-manufactured metal garage for the Traffic Division. ​In addition, the building located at 5513 Annex Road will be renovated for use by SPD Internal Affairs as part of this project. 

The project will provide a centrally located, City-owned facility to support the continued operations of multiple Savannah Police Department divisions following the expiration of the current lease. 

Per Section 2-4154 of the City’s Purchasing Ordinance, the City may purchase goods or services through the use of a state contract. The contract used for this procurement is a State of Georgia contract for Indefinite Quantity Construction (Contract# 99999-SPD-S20260602-0014). It was competitively bid by the State of Georgia and expires on June 2, 2027. 

Recommend approval to authorize the City Manager to execute a contract with the Polote Corporation through the state contract for the general construction services for the Savannah Police Department's Traffic and Records Building Renovation project in the amount of $975,000.
