The regular meeting of the City Council was held at 2:08 p.m., in the SCCPSS Board of Education Room located at the Eli Whitney Administrative Complex, 2 Laura Avenue, Building G. Mayor Johnson called the meeting to order, then introduced Dr. Darron Alvord, a volunteer Regional (State) President of The Church of Jesus Christ of Latter-day Saints in Savannah, Hinesville, and Vidalia to offer the invocation. Mayor Johnson asked for attendees to remember in their private time of reflection the lives lost on Sapelo Island and their families, due to a recent tragedy (gangway collapse at the Marsh Landing Dock) on Saturday, October 19, 2024. The Pledge of Allegiance was recited in unison. Mayor Johnson recognized two of his predecessors who were present in the audience, our 64th Mayor Dr. Otis Johnson and our 66th Mayor Eddie Wayne DeLoach. PRESENT: Mayor Van R. The proclamation was read by Mayor Johnson, flanked by the Fire Chiefs and Police Chief. Mayor Johnson asked everyone to observe a moment of silence for those who did not make it. Ald. Miller Blakely pointed out that breast cancer affects both women and men. |

Mayor Johnson read historical facts into the record pertaining to the importance of HBCUs and Savannah State University. He introduced and invited SSU Interim President Cynthia Robinson Alexander to the podium. Also speaking was Homecoming Committee Chair Moncello Stewart. Mayor Johnson also asked the SSU cheerleaders to give a cheer, then he introduced the SSU Tiger Mascot, Claudia. |

8. Appearance by the Veterans Council of Chatham County to Introduce the 2024 Parade Grand Marshal and Receive the 2024 Veterans Day Parade Permit. | |
Mayor Johnson introduced Veterans Council Chairman Joe Higgins to introduce the 2024 Parade Grand Marshal Mike Brady (not present) and receive the 2024 Veterans Day Parade permit. Mr. Higgins also introduced New Parade Adjutant Robbie McGrath, new Veteran of the Year Ed Gizara (not present), and Marine Corps League members Marshall Tuck and Bob Longueira. Ald. Miller Blakely moved to approve the issuance of the parade permit for Monday, November 11, 2024 around 10:15 a.m., seconded by Ald. Wilder-Bryan. The motion passed unanimously, 9-0-0. Mayor Johnson introduced and recognized firefighters and campers of Camp Ignite, an all-female camp program. Fire Chief Elzie Kitchen spoke briefly about the program and introduced Camp Ignite Chairperson Tyler Barrett to give remarks. He also thanked the parents. Mayor Johnson introduced and invited the Employee Engagement Team to the podium for the Employee of the Quarter presentation. City Manager Melder explained the program and the benefits, then he announced the winners by service center as follows:
Following the presentations, Chair of the Employee Engagement Team (EET), Rhonda Ruesch, announced there are two new staff members from each service center who will step forward to bring new ideas and fresh perspectives and represent the EET and its leadership. Mayor Johnson thanked everyone and closed by saying "It is a poor frog who doesn't praise its own pond." |

14. Second Public Hearing to Receive Comments Concerning the City’s 2025 One Year Action Plan (OYAP). The 2025 One Year Action Plan serves as the blueprint for how the City of Savannah will use federal entitlement funds and other resources to address the needs of low- and moderate-income individuals and improve housing, economic, and other conditions within predominantly low-income neighborhoods. Entitlement funds include: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) funds. | |

Petition of Josh Yellin, Agent for FWK Collective, LLC, on Behalf 17 West Park LLC for a Zoning Map Amendment to Rezone 0.15 Acres at 17 West Park Avenue (PIN 20044 31008) from TN-1 (Traditional Neighborhood-1) to TC-2 (Traditional Commercial-2) in Aldermanic District 2. Note, the initial zoning petition was submitted as a text amendment to Sections 5.4, 8.7.24, and 8.4.32 of the Zoning Ordinance to permit restaurants and accessory alcohol sales in the TN-1 zoning district adjoining Park Avenue between Whitaker and Drayton Streets. Mayor Johnson declared the zoning hearing open for agenda item #15. Speaker(s):
Ald. Palumbo moved to close the zoning hearing, seconded by Ald. Lanier. The motion passed unanimously, 9-0-0. See related agenda item #18. Ald. Miller Blakely asked where the red cup zone ends. City Manager Melder advised it ends at Gaston Street. Ald. Miller Blakely asked further about the ancillary alcohol sales at Park Avenue on and off premises. Mr. Morrow advised it is a unique mixture that allows consumption by the glass onsite and a package you can walk out with. You can have a meal and consume a beverage that contains alcohol on the premises, then leave with a package of beer or wine. This is not open carry. Ald. Lanier asked Mr. Morrow about the change from TN-1 to TC-2, more comprehensive. Not only do residents gentrify, but businesses gentrify too. She stated the market is driving what is going on in the area. The handwriting is all over the wall, with the changes we are making here at Council. When you drive through the area, you see the change, like office complexes and parking garages. This is the same area of the founding of the Forsyth Market, which was marketed to the surrounding population which was low-wealth in 2009 or 2010. These economic development tools have been placed here which drives investment in the area. We are, in a way, contributing to the change. We have the ability to direct/manage changes that are coming. Mr. Morrow responded by detailing neighborhood scaled planning opportunities, and he advised the TC-2 designation is a better fit. Mayor Johnson stated it is more efficient because there are other TC-2 designations in the immediate area, and TN-1 is more incompatible with other areas around it. Ald. Leggett asked Mr. Yellin if his client met with the Victorian Neighborhood Association (VNA) and with the Thomas Square Neighborhood Association (TSNA). Mr. Yellin responded by saying they met with the VNA and the adjacent property owners, but not with TSNA. He stated everyone is in support of this application. Ald. Leggett advised the number one question from the neighborhood association was that they not disrupt the historical preference of what it looked like. Mr. Yellin said they are working with the architect, and this building will not be modified in any substantial way and keep its form. |

Mayor Johnson asked the City Manager, as it relates to creating density throughout the community, does creating districts like this run counter to the creation of housing affordability (philosophically). City Manager Melder responded not necessarily and yielded to Mr. Morrow to further respond. Mr. Morrow advised that ADUs are still allowed here and approving this change does not impact the ability to create ADUs elsewhere. Mr. Morrow advised that this particular zoning request is more about protecting the historical character (preservation) versus densification. Mayor Johnson asked how many parcels are in this area. Mr. Morrow advised that he can get back with the Mayor with the answer to the question. Ald. Palumbo stated it is a very special day for the City of Savannah, the Kensington Park-Groveland Neighborhood built in 1950, and for the southside of Savannah. This is the first local, historic district south of DeRenne Avenue. It is a special day for mid-century neighborhoods everywhere, curbed and linear streets that literally broke the mold. He continued by telling a story. Let this be an advertisement for other neighborhoods out there, to show that you can chart your own destiny. This was pursued by the neighborhood association and Ms. Miller, on her own volition. He thanked her for the kudos, but we did very little here. This was self-determination in action. If you are of a certain age on the national register for historic places (over 50 years), this could be an option for you. |

The City is proposing an amendment to its Flood Damage Prevention Ordinance (FDPO) to align with a new U.S. Department of Housing and Urban Development (HUD) standard that mandates more rigorous determination of design flood elevations for new construction. | |

Mayor Pro Tem Dr. Shabazz asked if this ordinance is for property within a flood zone only or everywhere. City Manager Melder advised this is for property developed within our Special Flood Hazard Area (flood zones) and encompasses both FEMA designated flood plain, as well as Savannah local identified historic places and those that the flooding module would show could flood during a 100-year flood event. It raises the requirement that the ground level be one foot above that flood plain to being two feet above. |

Purtee announced this is the first playground to be located in the Wilshire Neighborhood which is great for the neighborhood and the children. He thanked the City Manager and staff on the Recreation Re-imagined Team for putting it together. Mayor Johnson asked Ald. Purtee how we are moving on the community center. Ald. Purtee responded it's moving and we are about to have the first meeting. |

The Savannah Police Department has expanded its patrol rifle program to ensure officers carry adequate responsive weaponry. ANNOUNCEMENTS: Ald. Leggett announced and lifted the lives of the sick and shut-in within the 2nd District.
Ald. Wilder-Bryan thanked the Mayor and the City Manager for dealing with the water bill issues and waiving the late fees. Since each case is specific, she encouraged others to contact the Revenue Department to request the late fee to be waived. Mayor Pro Tem Dr. Shabazz invited everyone to a groundbreaking event at the Legacy formerly the Coastal Empire Fairgrounds on tomorrow, Friday, October 25th at 2pm. Ald. Purtee extended an invitation to the Savannah Philharmonic "Phil the Neighborhood," at the corner of Windsor and Largo, on Saturday at 6:30pm. Bring your lawn chairs, food, and cup. On October 31st, they are having Trunk or Treat at the same location at 5:30pm. Crusader Community Center is also doing their Trunk or Treat at the same time, as well. Ald. Miller Blakely congratulated the Tax Commissioner (TC) Sonya Jackson for the TC University class where she gave out pertinent information regarding tax sales. Her next class will be on wills, estates, and Probate Court. She encouraged the community to get engaged and involved. She also commended the District Attorney, her staff, the child support office, and Savannah Impact (their space) who held a very successful expungement event. 255 people were seen and 236 records were expunged, partially and fully. And twelve (12) licenses were reinstated. This event will be done quarterly. Mayor Johnson thanked Team Savannah for the Taylor Square event with a descriptive marker. Ald. Palumbo, Ald. Purtee (who dropped the football), and Mayor Johnson attended an event at Guy Minick Park where the lights were turned on. He thanked Ms. Young, Nick Roberts, and Team Fun for their work. Mayor Johnson reminded everybody that voting continues and we want everyone to go vote. At the Civic Center, there has been a lot of activity, lately because of D-SNAP (supplemental nutritional) benefits for those affected by the storm. 300 DFACS people from around the state have been here seeing thousands of people from the three-county area. The last two days are the 25th and 26th to get assistance. Pre-registration is available at gateway.ga.gov. If you already receive SNAPs, you are not eligible. Ald. Miller Blakely added it is based on your income. Mayor Johnson adjourned the Regular Meeting at 4:03 p.m.
