The regular meeting of the City Council was held at 2:03 p.m. Mayor Johnson recognized Alderwoman Kesha Gibson-Carter who introduced Bishop Raphael Watson, member of The New/Historic New Ogeechee Church Inc., under the leadership of Apostle Zinna Williams, Pastor to offer the invocation. The Pledge of Allegiance was recited in unison.

APPROVAL OF AGENDA
1. Adoption of the Regular Meeting Agenda for November 9, 2023.

Mayor Pro-Tem Dr. Shabazz moved to adopt/approve the agenda for November 9, 2023, seconded by Alderwoman Lanier and Alderman Palumbo.  The motion passed, 8-0-1.  Alderwoman Miller Blakely was not present for the vote.

2. Approval of the Minutes for the Regular Meeting Held on October 26, 2023, at 6:30 p.m.

Mayor Pro-Tem Dr. Shabazz moved to approve Item #2, seconded by Alderman Palumbo.  The motion passed, 8-0-1.  Alderwoman Miller Blakely was not present for the vote.

PRESENTATIONS
3. Appearance by the Veterans Council of Chatham County to Introduce the New Veteran of the Year and the 2023 Veteran's Day Parade Grand Marshal.

Veterans Council of Chatham County Chairman Joe Higgins introduced the 2023 Veteran's Day Parade Grand Marshal, James W. Putney, Jr., and the 2023 Veteran of the Year, Tim Ansley.  Grand Marshal Putney presented Mayor Johnson with the Challenge Coin.  Also in attendance were Parade Adjuntant Mike Brady, and past Veterans of the Year Jerry Walker and Rich Noel.  The Veteran's Parade is on Saturday beginning at 9:30 a.m.

Mayor Johnson recognized those who have served in the military by asking audience members to stand if they served in the military.    

4. Appearance by the Chatham Retired Educators Association (CREA) and Proclamation Recognizing November 5, 2023, as Georgia Retired Educators Day.

5. A Proclamation and Recognition of the Stand Down for Homelessness Event in Support of National Hunger and Homeless Awareness Week, from November 13 Through November 21.

READ by Alderwoman Wilder-Bryan and Mayor Johnson, and PRESENTED to Executive Director of Chatham-Savannah Authority of the Homeless Jennifer DeLong.  Ms. DeLong thanked Mayor and Council and invited the public to the grand opening tomorrow of the completion of twelve Tiny Homes for Veterans.

6. A Proclamation Recognizing November as National Runaway Prevention Month.

READ by Alderman Palumbo and Mayor Johnson and PRESENTED to Greenbriar Children's Center Executive Director Gena Taylor and Director of Family & Community Services Dr. Eric Mason.

Park Place Outreach Executive Director Adriana Tatum-Howard thanked Mayor and Council for their support in helping the youth and their families in the community.  Also in attendance were members of the Park Place Outreach Board of Directors.    

7. A Proclamation Declaring November 12 Through November 18 as Literacy Week in the City of Savannah, Georgia.

The Financial Services Department will use this contract for the financial statements dated December 31, 2023. The City is required by state and federal regulations to undergo an annual external audit to determine whether the published financial statements are prepared in accordance with applicable accounting standards. 19. Authorize the City Manager to Execute a Contract for Sports Equipment with Ridell All American Sports, Inc., in an Amount Not to Exceed $81,900. The Recreational and Leisure Services Division will utilize the sports equipment for the athletic sports programs and youth football teams. The items include helmets and pads and are being purchased as part of the City’s Recreation Reimagined initiative to improve recreational programming and services to the public. Alderwoman Gibson-Carter asked City Manager Melder if the funds included the Teams athletic programs (yes).  Alderwoman Gibson-Carter asked the year to date allocation for the TAPS program.  City Manager Melder answered, the total amount for the TAPS program was $250,000 and the City is on track with spending including cheerleading and track.  The City expects to expand the program in the next fiscal year budget.

Mayor Pro-Tem Dr. Shabazz expressed thanks to City Manager Melder and staff for the support of the programs to assist parents with the expenses associated with sports programs.

Alderwoman Gibson-Carter moved to approve Item #19, seconded by Alderwoman Miller Blakely and Alderman Leggett.  The motion passed unanimously, 9-0-0.

20. Authorize the City Manager to Execute a Contract for One (1) Compact Track Loader and One (1) Skid Steer Loader with Bobcat of Savannah in the Amount of $161,760. The Compact Loader will be utilized by Park & Tree and the Skid Steer Loader will be utilized by Street Maintenance. The new loaders will be replacing units 7621 and 0202, which are planned replacements. (Fleet Services)

Mayor Pro-Tem Dr. Shabazz moved to approve Items #17, #18, #20, #22, and #23 per the City Manager's recommendations, seconded by Alderwoman Wilder-Bryan.  The motion passed unanimously, 9-0-0.

21. Authorize the City Manager to Execute a Contract for One (1) 36 Passenger Bus with The Bus Center Atlanta, LLC., in the Amount of $188,717. The 36 Passenger Bus will be utilized for Senior Programming by the Recreation & Leisure Services Department. The new bus will be replacing unit #3614, which is a planned replacement for FY23. Alderwoman Miller Blakely asked what area will be covered by this bus service.  City Manager Melder indicated the service supports senior programming.

As a Board Member of the Chatham Area Transit (CAT) Board, Alderman Leggett indicated, CAT had bus shuttle service for senior grocery shopping, but it was discontinued during COVID.  That service will be reinstated by March 2024 for seniors wishing to use the bus shuttle service for grocery shopping.

Alderwoman Wilder-Bryan thanked City Manager Melder for taking care of the City's elder babies.    

Alderwoman Miller Blakely moved to approve Item #21, seconded by Alderwoman Wilder-Bryan and Alderman Purtee.  The motion passed unanimously, 9-0-0.

22. Authorize the City Manager to Execute a Contract for Three (3) Dump Trucks with Freightliner of Savannah in the Amount of $794,145. The dump trucks will be utilized by the Water Reclamation Division and Street Cleaning Division. The new trucks will be replacing vehicles # 2831, #8892, and #5722, which are planned FY23 replacements. (Fleet Services)

23. Authorize the City Manager to Execute a Contract for One (1) Toro Turf Sprayer with Jerry Pate Turf and Irrigation in the Amount of $111,781. The new turf sprayer will be utilized by the City’s Park and Tree Department. The new turf sprayer will be replacing unit 2242, which is a planned FY23 replacement. (Fleet Services)

24. Approval to Renew Out-of-Home Advertising on Hwy 278 and Hwy 170 with Adams Outdoor Advertising, in the Amount of $280,904.

25. Approval of a Resolution Adopting the City of Savannah's 2024 One Year Action Plan, Authorize the City Manager to submit the plan to the U.S. Department of Housing and Urban Development (HUD), and to enter into grant agreements with subrecipients.

Mayor Johnson thanked and recognized staff that worked diligently on the Federal Grant application.  Community Services Chief Taffanye Young, Human Services Director Kerri Reid, and Grants Manager Tanya Wilcoxon thanked Mayor and Council for the opportunity to represent the City by submitting the Federal Grant application.

26. Approval of a Resolution to Authorize the City Manager to Adopt and Execute the City of Savannah’s Updated Economic Development Administration Revolving Loan Fund (EDA RLF) Administrative Plan, to execute a Request to Defederalize the City’s RLF Award #04-39-04101, and to Execute an “Agreement to Release” the EDA Federal Interest in the Revolving Loan Fund

AGREEMENTS
27. Authorize the City Manager to Accept a WorkSource Quality Jobs, Equity, Strategy and Training (QUEST) Disaster Recovery Dislocated Worker Grant Award in the Amount of $731,000. The award will be used to fund training activities for dislocated workers in key regional high demand industries. The City serves as the fiduciary agent for the ten-county region.

ANNOUNCEMENTS:

Alderwoman Wilder-Bryan announced a diabetes workshop at Stillwell Towers.  Time to be announced.

Mayor Johnson announced the City will hold the FY2024 Council Budget Retreat on Tuesday, November 14, 2023, 8:30am - 5:00pm in the Civic Center Ballroom.  The public is invited to attend or can view the meeting on the City's web site.

Alderman Palumbo announced today is the birthday of Mayor Pro-Tem Dr. Shabazz.

Alderman Leggett announced there will be a Turkey drive on Monday at Walmart.

Alderman Purtee announced the birthday of Alderman Palumbo on Saturday, November 11.

Mayor Johnson announced the Honorable Glynda Jones, Board of Elections, was in the audience for today's Council Meeting.

Mayor Johnson announced the passing of former Georgia State Senator Diana Harvey Johnson's husband, Herman Lee Riley.  Mayor and Council sends condolences to the family.

Mayor Jonnson announced the closing of City offices tomorrow, Friday, November 10, in observance of Veteran's Day.
