NOVEMBER 23, 2021, 2:00 p.m. - CITY COUNCIL REGULAR MEETING CITY GOVERNMENT OFFICIAL PROCEEDINGS OF THE MAYOR AND ALDERMENSAVANNAH, GEORGIA The regular meeting of the City Council was held at 2:04 p.m. Mayor Johnson recognized Alderwoman Bernetta B. Lanier to introduce Pastor Vernell Cutter of Jesus Worldwide Ministries, who offered the invocation. The Pledge of Allegiance was recited in unison.

Item #11 was heard after Item #6. Mayor Johnson declared the public hearing for Item #11 open. Speaker(s) present:
Mayor Johnson declared the public hearing for Item #11 closed. Alderwoman Gibson-Carter expressed concern over a comment that City Manager Melder was not informed about about the existence and scope of EOA's services. In future allocations for non-profits, she hopes Council will see the need for equity among the non-profit organizations in the City. She acknowledged $60,000.00 was allocated for interns in the previous year's budget. Currently she is unaware of any Council Member receiving support of an Intern. She is asking for a fiscal report on the $60,000.00 and how the funds were allocated. Alderwoman Gibson-Carter asked City Manager Melder to allocate administrative support, supplies and space for Council Members. Mayor Johnson indicated two (2) staff members, Edith Gregory and Sharonte Turner are available to serve all Council Members upon request. He indicated the City did not hire interns this year and the allocated funds were not used. Item #42 was heard after Item #11. |

Mayor Johnson declared zoning hearing for Item #13 open. Speaker(s) present:
a. Alderman Leggett moved to close the zoning hearing for Item #13, seconded by Mayor Pro-Tem Dr. Schabazz and Alderwoman Miller Blakely. The motion passed unanimously. Alderwoman Lanier asked Mr. Lotson, should the project fail, will the zoning automatically revert back to the previous zoning. Mr. Lotson answered, the special use permit is granted to the petitioner/owner. A new owner would need to apply separately for their special use permit but the underlying TC-2 zoning would remain with the property. b. Alderman Leggett moved to approve Item #13 with the stated MPC conditions, seconded by Alderman Palumbo. The motion passed unanimously.

Alderwoman Gibson-Carter asked for the total amount of SPLOST VII spent to date. Senior Director of Finance David Maxwell did not have the projected amounts readily available but will get the amounts to Alderwoman Gibson-Carter. He does not see any issues with the collections or remaining projects. City Manager Melder will send Council Members an update of the SPLOST VII collections and projects. Alderwoman Gibson-Carter requested the information, given Mayor Johnson stated he used SPLOST VII funds for renovation of the Mayor's office. Alderman Palumbo called for point of order. Alderwoman Miller Blakely asked what happens to the old equipment, can they be placed at the community centers. City Manager Melder answered the surplus equipment goes to outside vendors but he will look into alternatives. She would like to see the old equipment given to families. Mayor Johnson asked Attorney Lovett for the protocol for public entities to surplus property. Attorney Lovett indicated when there are surplus items, the City can sell surplus for a nominal amount or place surplus items in various centers. Resolution honoring Reverend Matthew Southall Brown, Sr. Mayor Johnson read a portion of a Resolution honoring Reverend Matthew Southall Brown, Sr. to be presented to his family in entirety, and expressed deep condolences on behalf of the Council and staff. As a member of St. John's Baptist Church where Reverend Southall Brown served as pastor for over 45 years, Alderwoman Gibson-Carter expressed her condolences. ANNOUNCEMENTS: Mayor Johnson expressed his gratitude for Council Members and Team Savannah. He is grateful for the many donations of canned food (over 29,000 cans) collected this week for residents. Mayor Pro-Tem Dr. Shabazz invited residents to a vaccination clinic with Georgia Department of Health at the Liberty City Community Center for free COVID-19 shots from 11:00 a.m. - 2:00 p.m. at 1401 Mills B. Lane Blvd. Alderwoman Gibson-Carter expressed thanks for the staff's presentation today on the workshops; however, she would like the previous roster of priority list items for workshops be revisited. Several workshop topics have not been given consideration. Alderwoman Wilder-Bryan called for point of order stating it takes five votes to get an item on the agenda. Alderwoman Miller Blakely thanked City Manager Melder and Assistant to City Manager Daphanie Williams for participating in the End Gun Violence rally on Saturday. The next rally will be at Cann Park honoring an individual from that community for outstanding work. The rally will be repeated across the City. Alderman Purtee is thankful for people who are working and keeping people safe during the holidays. Most of us will be sitting down to enjoy a Thanksgiving dinner, there are individuals who will be out on the streets keeping us all safe. He is grateful for public safety. Alderman Leggett gave a shout-out to all the organizations which handed out 500 turkeys yesterday and to all the other organizations continuously feeding people, such as Nancy Heart, Chris Christopher, LB4 and Representative Carl Gilyard. Mayor Johnson thanked the Anthony Lanier Foundation in Carver Village on Saturday, the Tate Law Group and St. John's Baptist Church for handing out 600 turkeys on Saturday and radio station Love 101.1FM who gave out 200 turkeys this morning. Alderwoman Wilder-Bryan is grateful for the City's permanent City Manager (Jay Melder) and she invited Aldermen/Alderwomen from the 2nd, 3rd, 4th and 6th Districts to participate in holiday cheer by caroling in the districts. Alderman Palumbo thanked Team Savannah for the canned food drive this year. He congratulated the service center that donated the highest number of canned goods. Alderwoman Miller Blakely announced on Waters Street between 36th and 37th Street, Grandma's Diner will be feeding citizens on Thanksgiving Day at 12:00 noon. There will be a food drive and food give-a-way Port to Port Music Studio, details will follow. Alderwoman Lanier shared a Southern Belle joke and expressed her gratitude for every day. Alderwoman Gibson-Carter sent shout-outs to all local organizations and groups feeding citizens. Often, senior citizens are overlooked; Latasha Barnes of Save Our Youth Savannah is feeding residents at Summit and Stillwell. Ms. Barnes is also providing cleaning supplies to assist with mold clean-up. Thanks to all the helping hands across Savannah. Mayor Johnson wished a 'Happy Thanksgiving' to all staff.
