Description Whereas, Savannah Firefighters are being trained as Emergency Medical Technicians to enhance the level of care in situations where immediate, life-saving action is necessary; and Whereas, on November 13th, 2021, Savannah Fire Department Engine 3 was dispatched at 15:14 to CVS Pharmacy located at 119 Bull Street to a call for an unconscious person; and Whereas, within 4 minutes at 15:18 Savannah Fire Department Engine 3 arrived on scene and found a 64-year-old male slumped in a wheelchair; and Whereas, members of Engine 3 Captain Morgan Winsor, Fire Engineer Michael Greene, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Ronald Strauser valiantly answered the call for assistance and offered their skills as certified Emergency Medical Technicians; and Whereas, Captain Morgan Winsor, Fire Engineer Michael Greene, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Ronald Strauser determined the man had experienced Sudden Cardiac Death and did not have a pulse and was not breathing; and Whereas, Captain Morgan Winsor, Fire Engineer Michael Greene, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Ronald Strauser moved the patient to the floor and immediately administered chest compressions, inserted an airway and administered oxygen; and Whereas, the team of first responders evaluated the patient, applied Automated External Defibrillator (AED) and administered one shock and immediately resumed CPR; and Whereas, Chatham Emergency Services arrived to assist the crew, administering 2 more shocks through their Lifepak 15 monitor; and Whereas, the combined training and efforts of the dedicated first responders from Savannah Fire Department and Chatham EMS were able to restore a pulse on the patient; and Whereas, with a member of Savannah Fire Department providing support by driving to allow for Chatham EMS to continue rescue efforts, the patient was transported via ambulance to Memorial Hospital for further care; and Now therefore, I proclaim that Captain Morgan Winsor, Fire Engineer Michael Greene, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Ronald Strauser be recognized by the Mayor and Aldermen of the City of Savannah as heroes and public servants who saved a life in the call of duty.
