Description Whereas, Savannah Firefighters are being trained as Emergency Medical Technicians to enhance the level of care in situations where immediate, life-saving action is necessary; and Whereas, on November 6th, 2021, Savannah Fire Department personnel were providing emergency medical support to the participants of the Rock ‘N’ Roll Marathon; and Whereas, Engine 17 responded to a call for an unconscious person on the corner of Augusta Avenue & Fell Street, Savannah GA; and Whereas, Captain Morgan Winsor, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Andrew Stevenson arrived on scene and found a male runner who had experienced Sudden Cardiac Death and did not have a pulse and was not breathing; and Whereas, members of Engine 17 including Captain Morgan Winsor, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Andrew Stevenson gallantly answered the call for assistance and used their skills as certified Emergency Medical Technicians; and Whereas, Captain Morgan Winsor, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Andrew Stevenson administered chest compressions until a faint pulse was detected; and Whereas, Chatham Emergency Services arrived to assist the crew, the patient was stabilized, and was safely transferred to their care and transported to the hospital; and Whereas, Captain Morgan Winsor, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Andrew Stevenson training, skills and actions were able to restore a pulse on the patient; and Now therefore, I proclaim that Captain Morgan Winsor, Advanced Firefighter Matthew Spivey, and Advanced Firefighter Andrew Stevenson are being recognized by the Mayor and Aldermen of the City of Savannah as heroes and public servants who saved a life in the call of duty. | |
