The regular meeting of the City Council was held at 2:03 p.m., in Council Chambers.  Mayor Van R. Johnson, II called the meeting to order.  He then recognized Mayor Pro Tem Dr. Shabazz, who introduced Pastor Janice Swan Butts, First Nazareth Missionary Baptist Church, to offer the invocation.  The Pledge of Allegiance to the Flag of the United States was recited in unison.

7. Proclamation for National Public Works Week

Mayor Johnson presented an official proclamation designating the week of May 17-23, 2026, as National Public Works Week to Chief of Government Operations Gene Prevatt and city staff.

8. Proclamation for Water Professionals Appreciation Week

Mayor Johnson presented an official proclamation proclaiming May 8, 2026, as Georgia Water Professionals Day to Chief of Water Resources Ronald Feldner and city staff.

9. Presentation By the Employee Engagement Team for Recognition of the 2026 1st Quarter Employee of the Quarter Winners (Human Resources)

Mayor Johnson introduced City Manager Melder to present the 2026 1st Quarter Employee of the Quarter Winners, joined by the Employee Engagement Team's Chair, Megan Kerkoff (HR), and other members. The winners were:

Mayor Pro Tem Dr. Shabazz stated she wanted to mention Senior Director of Planning & Urban Design Bridget Lidy because she has been on the ground working on this situation for some years.  Mayor Pro Tem Dr. Shabazz stated that this is a good day for Savannah and for Chatham County.

Ald. Lanier stated, "We are getting there."  She stated that this is a long-ongoing problem on the westside and especially in the more historical part of the Greater Westside.  Ald. Lanier explained that this is the answer because this is showing foresight--West Chatham, West Savannah, and further into the West Chatham area would not end up like West Savannah because we did not have that foresight at the time when those industrial companies were allowed to come into the Greater Westside, which grew up simultaneously with the neighborhoods for 150 years.  Ald. Lanier stated this is the way we should be thinking, but we have to continue to try to figure out how we are going to get the same kind of relief for the residents in the Greater Westside by addressing industrial areas that are close to residential properties.  She stated that people are suffering daily because they do not have this relief.  Ald. Lanier stated we are moving in the right direction, and this is good, but we have some more work to do.

Ald. Wilder stated that people who understand what is going on in their specific districts are the people who it impacts, and Kerrie Bieber has been fighting for a long time.  Ald. Wilder stated she was glad somebody listened.  She stated that this is what we get when we get people who are engaged.  Ald. Wilder stated she wanted to congratulate Ms. Bieber on all of her efforts because she has been the catalyst for making this happen.

Ald. Miller Blakely stated she had an opportunity to go into West Savannah with Ald. Lanier.  She stated people are dealing with noise pollution, air pollution, and in some cases, water pollution, but to see this taking place, she applauded the City Manager.

Mayor Johnson stated he wanted to be clear that it was their ancestors who suffered.  He stated we deal with the issues that we are able to address, and the structural, environmental, systematic racism and classism occurred long before we got on the scene--we are talking years and decades ago.  He stated that we have to find a way to solve problems where we can, and in this case, we found an opportunity, and then, we are able to try to go back and resolve some of the issues that our predecessors had caused.  Mayor Johnson stated that obviously, we have the talent and the fortitude to be able to go back and fix that which we know is broken.

Mayor Johnson stated that the state caused an issue for us, and this was something that we had some control over.  He asked Alderman Palumbo to detail the fixes.

Ald. Palumbo stated that we have identified that there is the deployment of small-cell wireless facilities throughout Savannah and the state of Georgia, and that much of the public notification that is preempted by state law.  He stated that these (small cell wireless facilities) could be installed in someone's front yard with no notice. He noted that many neighbors are very upset when a large pole with a cell tower appears in their front yard without any notification or public or community input.  Ald. Palumbo stated that these provisions provide some notification and mechanisms to get some public and community engagement to make it the best that it can be here at the local level.

Mayor Johnson stated this item was asked to be reconsidered from the April 9th agenda by Ald. Wilder.  He stated this is a grant and a great opportunity for us to get back in the financial empowerment space.  Mayor Johnson stated City Manager Melder offered staff availability to address council members' concerns. He stated that he understood there had been some meetings, and the staff were ready to proceed.

Ald. Wilder moved to approve item #29, seconded by Mayor Pro Tem Dr. Shabazz, Ald. Bell, and Ald. Miller Blakely.  The motion passed unanimously, 9-0-0.

Mayor Johnson stated that he proposed that we create an initiative to light up our city.  He stated that we know from our strategic planning workshops that we all felt that our city was just a little too dark.  Mayor Johnson stated the City Manager researched and discovered that some of the lighting fixtures were city-owned and some were owned by Georgia Power.  He stated it was a lot of work between Georgia Power and our city leadership team, and now they have brought an agreement for our approval to officially kickoff Light Up Savannah.  This includes an asset purchase agreement and a lighting services agreement.  Mayor Johnson thanked City Manager Melder and our friends at Georgia Power.

Ald. Wilder stated she wanted to mention William Mock, who is amazing.  She stated that community partnerships do work.  Ald. Wilder stated that we told Mr. Mock when he first came that he had some big shoes or some tight shoes to fill for Archer King.  She stated it is so amazing to have Mr. Mock and his staff.

Ald. Lanier stated she wanted to add that all of us have been looking forward to the results that came back from Georgia Power.  She stated we have all realized that lighting is a deterrent to crime.  Ald. Lanier stated that we all have had complaints coming from citizens about places that are dimly lit.  She further stated that in doing the research, lighting is also a deterrent to illegal dumping; so, this additional lighting in our city will be a benefit to our residents, our businesses, and our entire city.  Ald. Lanier stated she was looking forward to seeing these lights.

Mayor Johnson invited Georgia Power's Southeast Region Executive William Mock to the podium for remarks.  

CITY ATTORNEY ITEMS
30. Settlement #1

Mayor Pro Tem Dr. Shabazz moved to approve items #30 through #33, seconded by Ald. Wilder.  The motion passed unanimously, 9-0-0.

Settlement #1 authorized the City Attorney's Office to settle the claim (automobile accident) of John Ferguson for $450,000.00.

31. Settlement #2

Mayor Pro Tem Dr. Shabazz moved to approve items #30 through #33, seconded by Ald. Wilder.  The motion passed unanimously, 9-0-0.

Settlement #2 authorized the City Attorney's Office to settle the claim (automobile accident) of Lewis Judson Tate for $75,000.00.

Mayor Pro Tem Dr. Shabazz moved to approve items #30 through #33, seconded by Ald. Wilder.  The motion passed unanimously, 9-0-0.

Settlement #3 authorized the City Attorney's Office to settle the claim (personal injury) of Emilio Difeo for $40,000.00.

Mayor Pro Tem Dr. Shabazz moved to approve items #30 through #33, seconded by Ald. Wilder.  The motion passed unanimously, 9-0-0.

Settlement #4 authorized the City Attorney's Office to settle the claim (worker's comp) of Adrienne Winford for $170,000.00.

Ald. Palumbo moved to approve item #34, seconded by Ald. Lanier.  The motion passed unanimously, 9-0-0.

Ald. Wilder asked if it was possible to see what public art they are going to put on the storm drains and where they are going to be.  Mayor Johnson stated the locations were in the packet.

Ald. Lanier stated she did not see anything from the 1st District in the packet.  City Manager Melder stated there was a typo on the original agenda, which said districts one (1) and four (4); it is districts two (2) and four (4).  Ald. Lanier stated that this is a good thing, but she just wanted to make sure that the (public art on storm drains) was coming to the 1st District because it was not included in these.

Following additional announcements made by the Mayor and Aldermen, Mayor Johnson adjourned the regular meeting at 4:04 p.m.
