25. Authorize the City Manager to Approve Contract Modification No. 1 with Thomas & Hutton Engineering (Local) for the Engineering Design of the Southwest Quad Task 4, a New 30-Inch Force Main from Chatham County Megasite's Lift Station to Dean Forest Road in the Amount of $79,980. (Water Resources)
Strategic Priority
GOAL 4:  Develop World Class Livable Environment & Infrastructure
Description

This contract modification with Thomas & Hutton Engineering is to complete the engineering design for Task #4, a 30-inch force main from Chatham County Megasite's new lift station to Dean Forest Road in the amount of $79,980. Additional funds will be used for sub-consultants' field work related to the significant portion of the original forcemain alignment crossing wetland areas with restrictive covenants preventing any disturbance, construction, or installation of utilities/infrastructure. Roughly two (2) miles of the original route have been revised and require additional topographic and wetland survey and geotechnical services.

The scope of services for Task #4 includes the design and construction overview of a new 30-inch force main that will convey flow from Task #2 lift station on Pine Meadows Drive (Chatham County Megasite) to Dean Forest at Pipemakers Canal, which is currently under construction.  Installation of the proposed force main will improve long-term sewage conveyance capacity shortfalls for Southwest Quad and is a conclusion of multi-phased sewer improvements for District 5 that are necessary to sustain rapid residential, commercial, and industrial development.

This modification will increase the original contract from $1,164,740.00 to 1,244,720.00. The DBE participation goals remain as per the original solicitation.
