In June 2025, a recommendation memorandum was submitted and approved to divide the Georgia Power Light Up Savannah project into three phases:

· Interstate, State Route, and City Arterial Roadway Lighting

· City-Owned Intersection and Decorative Lighting

· Evaluation-Based Transition

Since that time, staff has worked with Georgia Power to identify the assets to be included in Phase I, develop an itemized cost breakdown, and determine the total cost of Phase I implementation, including the outstanding balance on the Georgia Power lighting audit, upfront capital charges, and ongoing monthly and annual costs.
