| Description The Thomas Gamble Building Renovation Project (PB756) includes the renovation of the existing Thomas Gamble Building located at 4 E. Bay Street. The project addresses needed capital improvements to the building, including upgrades to the mechanical, electrical, and plumbing systems, improvements to the building structure and envelope, environmental safety measures, building code compliance, and improvements to office efficiency. City Council approved an agreement with Greenline Architecture for architectural and engineering design services on May 23, 2022, in the amount of $625,000. Since the initial award, two contract modifications have been executed to address additional design services required for the project. Modification No. 1, which included additional construction administration during selective demolition, was approved in the amount of $16,625. Modification No. 2, which included value engineering and extended construction administration services, was approved in the amount of $274,600, increasing the total contract value to $916,225. Construction for the project has recently begun. During final coordination of the construction documents, the departments to be located in the Gamble Building were refined. These changes required adjustments to the building layout and revisions to the mechanical and electrical systems along with the modular walls to align with the updated room configurations. As a result, updates to the construction drawings are necessary to ensure the mechanical and electrical systems properly serve the revised layout.
In addition, additional design work is required for the area previously occupied by Olympia Café. After the tenant vacated the space, existing conditions were exposed that differ from original assumptions and require updates to the mechanical and electrical systems to meet current code requirements and integrate with the overall building renovation. This work includes revisions to HVAC and electrical systems and must be incorporated into the construction documents. Greenline Architecture has submitted a request for a contract amendment in the amount of $39,465 to revise the mechanical and electrical drawings and update the associated construction documents to reflect the revised layout. Staff has reviewed the request for the contract amendment and finds the proposed fee to be reasonable and consistent with the scope of services required.
This amendment reflects the cost of the additional design work required to revise the building systems and coordinate the construction documents with the updated layout.
