34. Authorize the Installation of Public Art at Four Storm Drains in Aldermanic Districts 2 and 4 (26-00102-PA) (Planning & Urban Design)

Description

The applicant requests approval to paint the first four of fourteen storm drains in the City.  This project is Phase 2 of a similar drainage mural project approved by the Historic Sites and Monuments Commission in 2022 [22-003268-PA]. The murals are intended to promote the message “Only Rain Down the Drain,” highlighting the connection between storm drains and local waterways. The locations proposed with this application include: 

• Southwest corner of Bull Street and Maupas Avenue;

• Daffin Park (Morris Field side); and 

• Two locations at Hubert Middle School.

The City’s Water Resources Department coordinated with the Cultural Resources Department, Recreation & Leisure Services, and Savannah Chatham County Public School System to determine drain locations that would be based on the Savannah River Basin as well as publicly visible.  Artwork was selected through a contest held by the Cultural Resources Department.

Recommendation

On March 5, 2026 the Historic Site and Monument Commission recommended approval to the Savannah City Council for the creation and installation of four art installations on public storm drains as requested, to be docketed on a City Council agenda, because the work meets the standards within the Master Plan and Guidelines for Markers, Monuments, and Public Art.
