Description

Enacted in 2019, the Georgia Streamlining Wireless Facilities and Antennas Act (SWFAA), O.C.G.A Title 36, Chapter 66C, governs the application and permitting process for small cell wireless facilities proposed for installation within the rights-of-way of local municipalities. The City of Savannah's existing Small Wireless Facilities and Antennas Ordinance abides by the requirements of this state law, and the proposed amendment aims to enhance resident awareness and engagement prior to the application of planned small cell installation projects.

The amendment requires written notice to affected neighborhood associations and the City’s Real Estate & Capital Projects Department, at minimum, forty-five days prior to submission of application to install, mount, modify, or replace any small wireless facility in any zoned residential or mixed-use district, as defined in the zoning ordinance. If requested by the association, the applicant will be required to attend and participate in a neighborhood meeting. Additionally, the amendment advises applicants of the City’s strong preference for good faith voluntary negotiations with residents in terms of placement and aesthetics of proposed facilities.
