The regular meeting of Council was held this date at 2:00 p.m. in the Council Chambers of City Hall. The Pledge of Allegiance was recited in unison followed by the Invocation by Margaret Williams.

 

A RESOLUTION OF THE MAYOR AND ALDERMEN OF THE CITY OF SAVANNAH AUTHORIZING THE MAYOR TO SIGN AFFIDAVIT OF EXECUTIVE SESSION.

 

BE IT RESOLVED by the Mayor and Aldermen of the City of Savannah as follows:

 

At the meeting held on the 20th day of July, 2017 the Council entered into a closed session for the purpose of discussing Personnel, Litigation and Real Estate. At the close of the discussions upon this subject, the Council reentered into open session and herewith takes the following action in open session:

 

  1. The actions of Council and the discussions of the same regarding the matter set forth for the closed session purposes are hereby ratified;
  2. Each member of this body does hereby confirms that to the best of his or her knowledge, the subject matter of the closed session was devoted to matters within the specific relevant exception(s) as set forth above;
  3. The presiding officer is hereby authorized and directed to execute an affidavit, with full support of the Council in order to comply with O.C.G.A. §50-14-4(b); 17
  4. The affidavit shall be included and filed with the official minutes of the meeting and shall be in a form as required by the statute.

 

ADOPTED AND APPROVED: JULY 20, 2017 upon motion of  Alderman Bell, seconded by Alderman Shabazz, and unanimously carried.

PRESENTATIONS

Alderman Bell stated this is the second year for the program and this year there were two recent college graduates Ahna Zachary and Randy Thomas, Near Peer Postsecondary Advisors that assisted with the day to day activities, working with the youth and businesses to ensure everything ran successfully. She also thanked Carliss Bates and her staff for taking on the project. The students took a moment to introduce themselves and briefly tell Council about what they have been learning in the various department. Alani Coppock, a rising Junior at Savannah Arts Academy stated she worked in the Radiology department. Kiana Reed, a rising senior at Woodville Tompkins High School stated she worked in Respiratory Therapy. Jamie Richardson, a rising senior at Woodville Tompkins High School worked on the Mother/Baby Floor. Corey Baker, a rising Junior at New Hampstead High School worked in Physical Therapy and Charles Willingham, a rising junior at Savannah Early College High School worked in the Wellness Center. The students all worked at Candler Hospital and agreed that they gained a wealth of knowledge and confidence while participating in the Summer 500 program. 

 

Mayor DeLoach recognized a group of Boy Scouts from the Georgetown area that were present in Council Chambers. They are currently working on their merit badges and came to see how City of Savannah government operates.

Betty Jones, Feiler Park Neighborhood Association President appeared and presented a Good Neighbor Agreement made between the Neighborhood Association and Mr. Patel. She highlighted a few points within the agreement and stated she is asking that a moratorium be considered for the area by the City of Savannah.

 

Alderman Shabazz commended Mrs. Jones and the Feiler Park Neighborhood Association for their efforts, she stated she is displeased with all the alcohol selling establishments in the area as this will make the tenth establishment. 

City Manager Hernandez stated staff will work with the City Attorney's office and Zoning to implement a temporary stay on alcohol licenses in that corridor as they have done in other areas in the past. 

 

Wanda Small appeared stating she is Mr. Patel's closest neighbor and it's not about Mr. Patel it's about the density. She supports the moratorium idea and is pleased that the neighborhood will be getting it.

Approved upon motion of Alderman Miller, seconded by Alderman Durrence and carried with the following voting in favor: Mayor DeLoach, Aldermen Bell, Miller, Durrence, Johnson, Thomas and Hall; Alderman Shabazz voted against the motion.

Alderman Durrence complemented the Dixon Park Neighborhood Association and development group for working together to get through everything and coming to a resolution that pleased everyone involved.

ADDED AGENDA ITEMS
32. Ordinances - Second Reading: Motion to Amend Sec. 8-1002 of the Savannah Code of Ordinances with Sec. 510.2 of the 2015 International Building Code

Alderman Hall stated he feels Council is taking up too much time discussing alcohol license hearings and asked if it is necessary to update the alcohol license application packets in an attempt to get many of the question that are asked during the meeting answered in advance. He stated its touchy with some licenses and others are just approved without discussion.  

City Manager Hernandez stated alcohol license applications are typically attached to the agenda in Agenda Plus as part of the agenda item. He cautioned Council that specific requests of information that an applicant must provide would need to be a part of the criteria if that is something that is going to be considered during the review process.

Alderman Johnson stated he feels the length of time is considered by the nature of the public hearing, information put on the application is not necessarily information that is privy to the public although it is to Council.

Alderman Thomas stated when Council gives these licenses which are a privilege granted by this body for them to do business it is expected of them to be a good neighbor. The problem over the years has been that by the time a bad license get back, and neighbors have fought for years with stores and get before Council at a Show Cause Hearing all trust and faith is gone. He suggested having a quicker enforcement for people who are egregiously violating the issues and deal with it at the administrative level. 

 

Alderman Johnson sent condolences tot eh Pendergraph family on the passing of Mr. Pendergraph who was a ground breaking business owner of the community and held the W.W. Law Collection. He was a noted historian and will be missed. His funeral services will be held in the Statesboro area Saturday, July 22.
