18. Authorize the City Manager to Execute a Contract for the Fell Street Drainage Basin Study with EMC Engineering (LOCAL) in an Amount Not to Exceed $125,000. The study will be used to determine how to optimize the two stormwater pump stations in the basin and to size a replacement for the 106-year-old concrete outfall that conveys discharge to the Savannah River.
