Title
23. Approval of a Resolution Adopting the City of Savannah’s 2026 Community Rating System Plans. (Development Services)
Strategic Priority
GOAL 4:  Develop World Class Livable Environment & Infrastructure
Description

Resolution adopting the City of Savannah's 2026 FEMA NFIP CRS Floodplain Management Plan (FMP), Repetitive Loss Area Analysis (RLAA), Floodplain Species Assessment and Plan (FSAP) and Program for Public Information (PPI).

These planning documents contribute a significant number of Community Rating System(CRS) credit points, which are used to determine flood insurance premium discounts for City residents and businesses insured through the National Flood Insurance Program (NFIP). Currently, there are 3,929 active NFIP flood insurance policies within the City, providing a combined insurance premium savings of $631,624 in 2025.

Adoption of these plans is required for the City to continue receiving CRS credit and participating in FEMA’s National Flood Insurance Program. Adoption of these plans also provides a framework for ongoing flood mitigation, stormwater management, protection of natural floodplain resources, and public education efforts.
