29. Authorize the City Manager to Execute a Contract for a Parking Access and Revenue Control System with Carolina Time & Aspis Parking in the Amount of $1,987,426 (Event No. 7330)

Description

Recommend approval to procure a parking access and revenue control system from Carolina Time & Aspis Parking in the amount of $1,987,426. The Parking Services Department will use this system to provide gating and fee computers at all garages. This system will also provide additional payment options for customers, including space pre-payment, paying on foot, and mobile payment. Monthly customers will be able to maintain their accounts online. The system will also allow for centralized garage operation through a monitored office during times when attendants are not present. Additionally, license plate readers will be included with this system. 

Operations consultant firm was included in this process and approved the recommendation by the Parking Services Department.

The method used for this procurement was the request for proposals, which evaluates criteria in addition to cost. The proposals were evaluated on the basis of qualifications and experience; quality of audit and revenue controls; overall hardware quality and functionality; overall software quality and functionality; quality of support, training, and customer service; references; DBE participation; local vendor participation; and fees.
