Description

This is for a contract modification to increase the contract approved by City Council on June 12, 2025, with Robert Charles Lesser Company (RCLCO) by an amount not to exceed $150,000.  The consultant team is currently conducting an economic and land use study for the Civic Center site which includes a market and financial feasibility analysis, development strategies, cost-benefit modeling, and parking needs. The scope currently also includes phased implementation planning, public engagement, and compliance with zoning regulations to ensure sustainable, inclusive, and economically viable redevelopment.  These same strategies will be used to evaluate additional City-owned properties in and adjacent to the Canal District. 

This will be in alignment with the City’s GPS Strategic Plan Goal 2 (III,1):  Invest in Equitable Community Development & Resliency and Goal 3 (III, 3): Expand Economic Access, Opportunity and Vitality for All. Through this contract modification, economies of scale will be leveraged since the firm is already conducting a study of the area.

The contract will not exceed $300,000.

This will be a contract not to exceed eight months.
