Description

The City of Savannah has been appropriated a $146 million funding package by the Georgia Environmental Finance Authority (GEFA) to support the first phase of capital improvements at the Savannah I&D Water Treatment Plant and associated infrastructure.  These improvements are critical to supporting a reliable long-term water supply for the region, meeting future industrial and residential customer demand, maintaining regulatory compliance, and enhancing water system resiliency.  The funding package was approved by the GEFA Board on August 26, 2025, and the City of Savannah is now required to approve and execute the applicable GEFA funding documents. The resolution under consideration authorizes the City Manager to sign the GEFA funding agreement and all related documents necessary to accept and administer the funds.  This GEFA funding package is a major component of the City's overall water infrastructure funding strategy.

Financial Impact: Total GEFA Funding Amount: $146,000,000

Repayment Source: Water and Sewer Enterprise Fund revenues

Terms: Final terms to be outlined in the funding documents received following GEFA Board approval

Budget Implications: No immediate budget amendment required; GEFA funds will be incorporated into the Savannah I&D Water Treatment Plant Phase 1 Immediate System Improvement.
