Description

Amend the Resolution to authorize the City Manager to enter into a Memorandum of Understanding (MOU) and grant agreement with Union Mission, Inc. for federal assistance as the Project Sponsor for the FY2024 Continuum of Care (CoC) City 54 grant from the U.S. Department of Housing and Urban Development (HUD).

On September 12, 2024, the Mayor and Council authorized submission of the FY2024 and FY2025 CoC application and approved the City Manager to execute a MOU and grant agreement with the subrecipient at that time, the Chatham Savannah Authority for the Homeless. On March 28, 2025, Chatham Savannah Authority for the Homeless notified the City of its intention to discontinue administration of the CoC City 54 grant.

In response, the Human Services Department issued a Request for Proposals (RFP) on May 15, 2025, to solicit a new subrecipient and project sponsor. Following the RFP process, Union Mission, Inc. was selected. Approval is now required to authorize the City Manager to execute a MOU and grant agreement with Union Mission, Inc.

The grant totals $1,168,039, including $40,219 for administrative expenses and $1,127,820 for tenant-based rental subsidies and supportive services. The CoC program provides long-term housing and supportive services for individuals experiencing homelessness who are identified as homeless or chronically homeless and who have a mental illness, substance use disorder, HIV diagnosis, or dual diagnoses.
