Description

Recommend approval of authorize the City Manager to execute Contract Modification No. 1 with Kimley-Horn for Parking Services Organizational Assessment Services in the amount of $48,000.

The original contract was for the Parking Services Department to conduct a detailed review, analysis, and assessment of the current organizational structure, operational services, functions, levels and qualifications of staffing, and the operation's financial performance.  Additionally, the consultant identified best practices and performance measures that may be adopted.  Finally, the recommendations identified streamlining procedures, processes, and technologies for required services and functions. 

The modification will be used for advisory services related to the acquisition of a Parking Access, Revenue, and Control System (PARCS) for the garages.  The City has been planning for the replacement of its gating and revenue control system for two years, and it was further recommended by Kimley-Horn as a way to modernize the garages. 

Kimley-Horn will assist the city in the selection of a vendor in addition to ensuring the final contract is exactly what the City wants in terms of features and service. Staff from Kimley-Horn will continue assisting the City during implementation of the hardware, software, and customer service features.  A vendor is expected to be selected this year with implementation starting in 2019 and continuing throughout 2020.

This contract was originally approved buy Council on February 14, 2019, in the amount of $94,555.  The total amount of this contract to date, including this modification, is $142,555.
