Purpose: Confirm Declaration of Emergency during Hurricane Dorian.
Background: City Code Section 3-3003 provides that a state of emergency exists when the Governor declares a state of emergency that applies in the City. The Code also vests the Mayor with the power to declare a state of local emergency.
Facts & Findings:
- Following the Governor’s call for a mandatory evacuation in areas east of I-95, Mayor DeLoach on Sept. 2, 2019, at 6 p.m. signed a Declaration of Local Emergency to apply within the incorporated limits of the City of Savannah. Among other powers, the declaration provided authorization to enact the City’s Emergency Operations Plan and enact a curfew.
- The Mayor signed a recession of the declaration Sept. 5 at 10 a.m.
