Description

This is an annual contract for SPD Quantitative Workload Assessment to CERTUS, not to exceed $100,000.

The Savannah Police Dept is seeking Council’s approval to enter into a contract with CERTUS for a Quantitative Workload Assessment. This assessment is a proactive step towards enhancing operational efficiency and ensuring the department remains equipped to serve the community effectively.  This study may help SPD repurpose some vacant positions and it would allow SPD to better deploy resources throughout the department which could lead to salary savings and overtime related savings department-wide. As SPD strives for CALEA accreditation, this is a requirement every 4 yrs. The total cost of this project is $100,000. This includes CERTUS' proposal of $83,000,  $9,610 for the company’s travel expenses, and $6,000.00 for community listening sessions.  As outlined on pages 18 and 19 of the proposal. This is a 2026 approved SER, and is funded in SPD's 2026 budget. The workload assessment presents an opportunity to identify and address any inefficiencies in workforce allocation and beat assignments. By conducting this assessment, the SPD can: 

- Optimize workforce deployment to match workload demands.
- Ensure fair and equitable distribution of responsibilities among officers.
- Improve response times and overall service delivery.
- Establish a data-driven foundation for strategic decision-making and resource allocation.
- Strengthen compliance with CALEA standards and bolster organizational accountability.
