Description Recommend approval to procure professional engineering design and construction overview services from Thomas & Hutton Engineering Co. in the amount of $410,470.00. These services will be used by Public Works and Water Resource Department to provide the following services for the Travis Field Water Reclamation Facility force main: direct bury services, jack and bore services, horizontal directional drilling services, surveying, geotechnical investigation and design, permitting, construction bidding, overview, and project closeout. The method used for this procurement was the request for proposals (RFP) which evaluates criteria in addition to cost. The criteria evaluated for this RFP were related project experience, project team, project approach, proposed schedule, DBE participation, local vendor participation, and fees. Five proposals were originally received and were scored by the selection committee. After the preliminary evaluation, the selection committee shortlisted four firms based on scoring in related project experience, project team, project approach, and proposed schedule. This RFP established an "Open Goal" for DBE pariticipation, because this project is highly specialized. An open goal encourages proposes to achieve the highest possible DBE participation. Additionally, a maximum of 10 points were available to the proposer with the highest DBE participation. Other proposers were awarded a prorated amount of points based on their submitted DBE participation. The overall DBE participation for this project will be 19.4%. The following DBE contractor(s) will be used to achieve this goal: Coastline Consulting Services (C). | |
