9. Motion to Approve Encroachments at 215 W. Broughton Street (Petition No. 170474)

Description

Petitioner is seeking encroachments associated with the new construction of a seven-story 17,644-square-foot mixed-use building to be constructed at 215 W. Broughton Street. Requested encroachments include light wells, foundation supports, trench drains, canopies, a sculpture, balconies, and bollards. A complete description of these encroachments is provided as an attachment.  The proposed new construction and encroachment request have been issued a Certificate of Appropriateness by the Metropolitan Planning Commission.  

The petition has been reviewed by Development Services, Public Works and Water Resources, Greenscapes, Savannah Police, Savannah Fire, Sanitation, and by Real Estate Services, and the following conditions are recommended if approved:

  1. The Property Owner shall enter into the City’s standard Revocable License Encroachment Agreement (RLEA).
  2. The Property Owner shall obtain all applicable building and development permits..
  3. All walking surfaces shall have a static coefficient of friction greater than 0.50 and shall meet UL410 and ASTM testing requirements for elevation of slip resistance of glass block.
  4. The Property Owner shall maintain an exchange of information with the City’s Greenscapes Division to ensure the construction of the proposed Broughton Street streetscape revitalization will not alter existing conditions in the sidewalk and associated tree wells.
  5. The Property Owner shall ensure Fire Department connection is visible and accessible and that any other encroachment items are at a minimum 3 feet away from any existing or proposed fire hydrants.
  6. The Property Owner shall ensure construction and installation of bollards is at 2 feet, 3 inches from the building facade; and 4 feet, five-eighths inches in diameter. Or, in the alternative, shall ensure consistency is maintained with existing bollards in the lane to prevent egress concerns.
