| Description The Memorandum of Understanding (MOU) establishes an agreement between the City of Savannah and the Chatham County–Savannah Metropolitan Planning Commission (MPC) for the administration and implementation of a federally funded transportation study identified as GDOT P.I. No. 0021574. The purpose of the project is to conduct a microsimulation-based operational and capacity analysis of the approximately 1.3-mile Bay Street corridor from Fahm Street to East President Street. The analysis will evaluate existing traffic conditions as well as forecasted future conditions along the corridor. Under the agreement, MPC will administer the federal Planning (PL) funds and the project contract. MPC was awarded $144,000 in federal funding for the project, which must be used in accordance with applicable federal and state requirements. The City of Savannah is responsible for providing the required 20% local match, not to exceed $36,000. MPC, in consultation with the City, will be responsible for issuing a Request for Proposals (RFP) to identify a qualified engineering consultant to conduct the study. The City and MPC will jointly review the proposals received and will work together to negotiate the final scope of work and fee with the selected consultant. The MOU also establishes the roles and responsibilities of both parties, funding requirements, procurement and contracting responsibilities, termination provisions, applicable legal requirements, and the term of the agreement. The agreement is scheduled to run from October 1, 2026, through September 30, 2028, and the project must comply with the conditions associated with the federal grant and applicable state and federal regulations. | |
