YAP will be responsible for hiring, training, and supervising a team of local credible messengers to serve as violence interrupters and outreach workers to work with high risk youth and young adults. Description

This is for a cure violence community-based partner with Youth Advocate Programs, Inc (YAP) in an amount up to $584,106. 

The cure violence community-based partner model works primarily with high-risk youth and young adults, ages 14 to 25, through regular individual interactions, conflict mediation, and community mobilization. The data-driven model is based on the philosophy that violence is a learned behavior that can be prevented using a public health approach to prevent violent crime, including: 1) “Identification and Detection” of communities and individuals at the highest risk for being involved in violence, allowing resources and efforts to be concentrated in those areas; 2) “Interruption, Intervention and Risk Reduction” by well-trained individuals with credibility, connection and strong reputations in the identified target area to de-escalate conflict and mediate disputes; and 3) “Changing Behaviors and Norms” in disproportionately impacted communities where violence has come to be expected as a way to solve conflicts by providing tools at the street level to resolve conflicts in alternative ways.

Youth Advocate Program, Inc. (YAP) is a nationally recognized, accredited organization with over 45 years of agency-wide experience engaging individuals with the highest needs in neighborhoods most affected by violence, poverty, and incarceration as well as direct experience providing services to gang-involved youth in major cities such as Dallas, Fort Worth, Chicago, and Los Angeles.  The YAP currently serves over 16,000 individuals annually in schools, homes, and other neighborhood settings in over 100 communities in 31 states including Georgia.  The Chatham YAP will be responsible for hiring, training, and supervising a team of local credible messengers to serve as violence interrupters and outreach workers. The YAP Team will outreach to and connect high-risk individuals to mentoring, skill-building, and conflict resolution techniques, wraparound support, and positive connections to the community, to change norms and reject the use of violence.

The contract will be managed through the Office of Neighborhood Safety and Engagement in the Community Services Bureau. This is an annual contract with up to three (3) additional twelve-month renewal periods if performance is satisfactory. 

The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of Proposer’s qualifications and experience, including support capabilities, financial qualifications, references, fee proposals, DBE participation, and Savannah first.

Two proposals were received in response to this RFP and were reviewed and fully evaluated by a selection committee of City staff.
