Description Recommend approval to award a contract for debris monitoring and oversight services to Witt O’ Brien for an amount up to $750,000. The Sanitation Department will use the contract to provide debris monitoring, management, recovery and consulting services to support the oversight of debris removal and processing in preparation and following a declared emergency activation. This includes disaster debris monitoring and management of debris generated from the public right-of-ways, drainage areas/canals, waterways and other public, eligible or designated areas which may include City cemeteries, municipal parks, golf course and other locations deemed necessary by the City. Costs will be tracked and monitored in accordance with state and federal mandates. Total cost is estimated at $750,000 but may vary depending on the severity of the event. The average hourly rate for Witt O’Brien’s will be $32.83. This contract will qualify for FEMA reimbursement in the event of a declared emergency. The method used for this procurement was the request for proposals (RFP), which evaluates criteria in addition to cost. The proposals were evaluated on the basis of qualifications of similar-sized projects, emergency planning/response experience, key staff project understanding and approach, management systems/reporting systems/training manual, fee proposal and DBE. Due to the possibility of FEMA reimbursement, Local Preference could not be considered in this solicitation. Four proposals were received in response to this RFP. All proposals were reviewed and fully evaluated by a selection committee of City staff. The proposals were advertised, opened and reviewed. B.P. Witt O’ Brien’s (Houston, TX)(D) $32.83* This event had a 20% DBE goal. The recommended proposer, Witt O’ Brien’s, submitted DBE participation at the subcontractor level in the amount of 35% using AE Engineering, Inc (Jacksonville, FL)(C) in the amount of 20%, Pat Mathis Construction, Inc (Savannah, GA)(A) in the amount of 10%, and A S Security, LLC (Savannah, GA)(A) in the amount of 5%. The contract will expire on April 7, 2022 and has four renewal options. (A) indicates local, DBE-owned business. (C) indicates non-local, DBE-owned business. (D) Indicates non-local, non-DBE business. (*) Indicates an average hourly rate. | |
