The proposed amendment modifies the existing Automated Speed Enforcement Agreement to ensure the continued operation of the City's school zone speed enforcement program while aligning the agreement with recent changes in Georgia law. The amendment restructures the existing agreement into successive one-year terms with annual extension options that may be exercised solely at the City's discretion. It also updates the agreement to automatically incorporate future statutory changes to administrative processing fees, eliminating the need for future contract amendments when state law modifies allowable fees. 
 
The City currently contracts with BLS to operate its automated school zone speed enforcement program. Recent legislation, including O.C.G.A. § 40-14-19, established new provisions regarding automated speed enforcement agreements. In response, BLS developed a standardized amendment for its Georgia municipal customers that restructures existing agreements into annual terms with optional annual extensions. The amendment is intended to support the parties' position that annual extensions constitute a continuation of the existing agreement rather than the execution of a new contract. Additionally, the amendment provides that future legislative changes affecting administrative processing fees will automatically be incorporated into the agreement, reducing administrative burden while maintaining compliance with state law.  Approval of this amendment supports the City's continued implementation of its school zone safety program while ensuring the agreement remains consistent with current and future state statutory requirements. The amendment preserves the City's sole discretion to continue or discontinue the agreement through annual extension options and does not modify the City's operational oversight or authority over the automated speed enforcement program.
