This is to award an annual contract for Employee Dental Plan Benefits to The Standard Insurance Company in the amount of $2,052,796.00.
The City of Savannah makes available to eligible employees, retirees, and family members access to voluntary dental insurance coverage. The City's employee benefits consultant, USI Insurance Services conducted a market assessment to ten dental carriers of which Cigna, Guardian, MetLife, SunLife Financial, and the Standard submitted proposals and five carriers declined to quote. USI requested proposals with a match of current benefits and an alternate plan design that would include a lifetime maximum deductible of $50 for the low plan, $75 for the high plan, and $100 for the platinum plan. The alternate plan design will cover 80% of usual, customary, and reasonable fees for members utilzing out-of-network providers on the high and platinum plans and maximum allowable charges for members on the low plan.
The estimated premiums are to be paid 100% by those members who are enrolled in the dental insurance coverage. There is no cost to the city for this service. The policy will be effective from January 1, 2027, through December 31, 2027. The contract offers a 1-year rate guarantee.
The City of Savannah offers three-tier dental plans: low plan, high plan, and a platinum plan. Orthodontic coverage for adults is available on the low and platinum plans. The Standard offers “max keeper” where preventive services do not apply to the annual maximum benefit. This allows for members to have more money available from the maximum out of pocket for high-cost services annually regardless of plan election. The difference in rates are listed below:

Recommendation: Award The Standard as the dental carrier for the City of Savannah. The Standard provides access to a better network, a maximum lifetime deductible of $50 for members on the low plan, $75 for the high plan, and $100 for the platinum plan, and would limit disruption in network service to current members.
