18. Authorize the City Manager to Execute a Contract for the Fell Street Drainage Basin Study with EMC Engineering (LOCAL) in an Amount Not to Exceed $125,000. The study will be used to determine how to optimize the two stormwater pump stations in the basin and to size a replacement for the 106-year-old concrete outfall that conveys discharge to the Savannah River. Fell Street is located in the West Savannah neighborhood. (Stormwater)

Description

This contract is to conduct a Fell Street drainage basin study from EMC Engineering in an amount not to exceed $125,000. The study will be used to determine how to optimize the two stormwater pump stations in the basin and to size a replacement for the 106-year-old concrete outfall that conveys the Fell Street Pump Station discharge to the Savannah River.  The study will include master planning for a replacement of the box culvert from Fell Street through Colonial Oil to the pump station and any other drainage improvements that may be needed in the basin. The improvements will be sized for a 100-year storm event.

This is a sole source because EMC Engineering Services performed the original Fell Street Basin Study in 1995 and was the design engineer for the Westside Flood Relief Project, which included the Lathrop Pump Station put into service in 2006. EMC has an existing model with survey and hydrology data. EMC will update the existing 1995 model to include basin hydrology and add improvements performed as a result of the Westside Flood Relief Project.        

EMC Engineering Services will compile existing data for the project.  This will include available record drawings, GIS data, and field surveys as needed.  Site visits will be made to the pump stations to get current on/off points where the pumps are currently operating. Ground surface modeling will be updated with City provided LIDAR data. Delivery: As needed. Terms: Net 30 days.
