Description

The City of Savannah and Chatham County have negotiated and finalized an Intergovernmental Agreement (IGA) governing the development, operations, and maintenance of a new gymnasium to be funded and constructed by the County on City-owned land adjoining the Carver Village Community Center located at 905 Collat Avenue in Savannah. The City will lease the land (subject to survey) to the County for a period of forty years at a nominal price of $1.00 per year, with the option to extend the term based on mutual agreement. The County will, at its sole cost and expense, construct, program, operate, and maintain the gymnasium during the land lease period. Design and construction plans for the new gymnasium will be subject to review, approval, and permitting by the City. The gymnasium will be separate from the community center and be a stand-alone facility with its own parking, retention, utility connections, landscaping, etc. The County will construct a covered concrete sidewalk/breezeway that will provide safe and convenient pedestrian access to and from the buildings. Each party (City and County) will operate, maintain, program, and repair their respective buildings. County grants City a Right of First Refusal in the event the County no longer wants to operate the gymnasium during the lease period and/or is seeking to assign or contract those responsibilities to a third party. The County has the right to use the City community center and the gymnasium during emergency events to shelter and support emergency staff, and County will maintain, repair, and clean the community center during and after such emergency events.
