October 8, 2026 City Council Regular Meeting
Title
23. Authorize the City Manager to Execute Contract Modification No. 2 for the Purchase of Rain Barrels for the Rain Barrel Voucher Program with Rain Water Solutions, Inc. in an Amount not to Exceed $200,000. (Water Resources)
Strategic Priority
GOAL 2: Invest in Equitable Community Development & Resiliency
Description

Recommend City Council approval of the modification of the existing annual contract with Rain Water Solutions Inc. to add $200,000 to purchase additional rain barrels to meet anticipated resident demand through the end of 2026. The City has held eight popular community rain barrel distribution events, which generated demand beyond staff’s original estimates. Nearly all funding available under the current contract has been expended, making this modification necessary to replenish inventory and continue fulfilling resident requests.

The City’s rain barrel distribution program supports stormwater management by helping residents capture and reuse rainwater, reduce runoff from their properties, and conserve water. The program also provides an opportunity for eligible customers to qualify for a Stormwater Utility fee credit, subject to the City’s installation and application requirements. The strong response to these community events demonstrates residents’ interest in participating in stormwater management and complements the City’s broader investment in drainage improvements.

Approval of the contract modification will allow staff to maintain an adequate supply of rain barrels through year-end. Without additional funding, distribution would be limited to available inventory, potentially delaying fulfillment or requiring the City to pause the program. Council could alternatively approve a smaller increase; however, this would reduce the number of barrels available and may require staff to limit distribution. Any purchases beyond the amended contract amount would require separate funding consideration.

This Contract Modification No. 2 establishes a revised not-to-exceed amount of $354,280. The contract history is detailed below:

  • Original Contract (Approved by Council, 06/25/2026): $104,280
  • Contract Modification No. 1 (Approved by City Manager, 09/16/2026): $50,000 (New Total: $154,280)
  • Contract Modification No. 2 (Proposed): $200,000
  • Total Revised Contract Amount: $354,280
