Title
22. Authorize the City Manager to Execute Task Order #3 (RS-01) River Street Shared-Use Path with Kimley-Horn in the amount of $699,810. (Planning and Urban Design)
Strategic Priority
GOAL 4:  Develop World Class Livable Environment & Infrastructure
Description

This contract is for the River Street Shared-Use Path with Kimley-Horn and Associates, Inc. in the amount of $699,810.00, utilizing the City’s existing professional services contract (Tide to Town/Middleground Road).

The task order will advance project initiation, concept validation, preliminary engineering, utility coordination, permitting strategy, cost estimating, and 30% design for the River Street Shared-Use Path and Abercorn-Lincoln Block Improvements over an approximately eleven-month period. The project includes an approximately 0.8-mile shared-use path along the northern side of River Street. Utilizing the existing contract with Kimley-Horn provides continuity and allows the City to leverage the firm's extensive knowledge of Savannah’s mobility and waterfront initiatives, including Savannah MOVES, the SWCID Implementation Strategy, and the Multimodal (Tide to Town) program, while supporting coordination with Georgia Power on planned utility improvements within the project area between Abercorn and Lincoln ramps.

This task order advances the project from planning toward implementation and supports the City’s GPS (Governance, Planning, and Strategy) goals by advancing coordinated, strategic infrastructure investments that support Vision Zero objectives, improve safety, enhance pedestrian and bicycle connectivity, increase accessibility and waterfront access, strengthen economic vitality, and improve the overall visitor experience. The work will establish the technical foundation necessary for future implementation while allowing the City to validate the concept, refine project costs, coordinate with stakeholders and utilities, and pursue future funding opportunities. Approval of this task order will reduce project risk, avoid duplication of prior planning and coordination efforts, and establish a clear path toward future task orders for final design, permitting, review, and Issued-for-Construction documents.

This contract for this specific task will be for a length of 11 months.
