October 8, 2026 City Council Regular Meeting
Title
24. Authorize the City Manager to Execute a Contract Modification No. 1 for Window Replacement and Window Framing on the Thomas Gamble Building Renovation Project with J.E. Dunn Construction Company in the Amount of $1,000,000. (Capital Projects)
Strategic Priority
GOAL 4:  Develop World Class Livable Environment & Infrastructure
Description

Recent construction on the Thomas Gamble Building has revealed severe rot and termite damage in the framing around multiple windows throughout the building. The extent of the deterioration was not visible prior to construction because much of the window framing was concealed within the existing wall assemblies. As the building was opened up during construction, previously inaccessible areas could be inspected, and the extent of the deterioration became more apparent. An inventory of the existing windows also identified a significant number that require more extensive repairs than originally anticipated.

Based on the condition found during construction, replacement of the affected windows and framing is necessary. Replacing the windows as part of the current renovation will address the deteriorated framing, improve energy efficiency, and reduce future maintenance while the building is already under construction. The existing windows are not considered historically significant to the building and can be replaced as part of the current renovation. The original approved contract amount of $23,489,566 plus the Contract Modification No. 1 amount of $1,000,000 brings the total contract amount to $24,489,566.
