25. Notification of an Emergency Purchase to Stabilize and Repair the Exchange Bell with Landmark Preservation in the Amount of $150,000. (Capital Projects)
Strategic Priority
GOAL 4:  Develop World Class Livable Environment & Infrastructure
Description

This is notification of an emergency purchase with Landmark Preservation in the amount of $150,000 to stabilize and repair the Exchange Bell.

An engineering assessment was conducted after significant rot was found at the base of multiple timber posts supporting the Old Exchange Bell structure along Bay Street near City Hall. The assessment found that the structural integrity of the structure has been significantly compromised, creating a risk of partial or total collapse and a potential danger to pedestrians and property. The area was restricted from public access, and immediate shoring is needed to stabilize the structure and allow the necessary assessment and repairs to move forward.

Further assessment found extensive deterioration at the bases of the timber posts, as well as evidence of water intrusion and biological deterioration of the wood. The structure also moved noticeably when portions of the ceiling were carefully removed to expose the supporting members. The stabilization and repairs will address the structural deterioration while preserving the historic materials and character of the structure. The work will be completed carefully and incrementally to allow the historic structure to be restored while maintaining its existing character.

The Old Exchange Bell, believed to be the oldest bell in Georgia, dates back to 1802 and has been an important part of Savannah's history. The replica of the City Exchange cupola that houses the bell was erected on Bay Street in 1957. This work will address the immediate safety concerns and preserve the historic structure for future generations.
