10. Authorize the City Manager to Execute a Modification with JHC Corporation for the Construction of a Detention Pond for Tide to Town Truman Trail Phase 2B in the Amount of $500,000. (Capital Projects)

Description

This is for a modification with JHC Corporation for the construction of a detention pond for Tide to Town Truman Trail Phase 2B in the amount of $500,000. Truman Trail Phase 2B is part of the Tide to Town Urban Trail System, which is a multi-year, multi-phase complex project to provide 30 miles of walking and biking trails throughout Savannah. Truman Trail Phase 2B is 1.9 miles in length and connects Truman Linear Park Trail Phase 2A (and Lake Mayer Park) to Truman Linear Park Trail Phase 1 (Police Memorial Trail) via the 52nd Street bridge. Once completed, all three phases of Truman Linear Park Trail will create approximately seven miles of continuous off-road, multi-purpose, ADA accessible trail for pedestrians and bicyclists.

Construction for Truman Trail Phase 2B is ongoing and is expected to be complete in the summer of 2026.  This contract was approved by Council on February 8, 2024, in the amount of $8,193,540. With this modification, the total amount of the contract will be $8,693,540. The construction is funded using City funds and federal funds through the CORE MPO; thus, the project must follow all Georgia Department of Transportation (GDOT) requirements. 

During the design and permitting process of Truman Trail 2B, it was determined that a detention pond would be required in order to meet the National Environmental Policy Act (NEPA) stormwater requirements for flood mitigation. Because of the required environmental assessments and the length of time required for approval, the detention pond was removed from the design and construction of the trail to be designed, permitted, and constructed separately. The design for the detention pond has been finalized, and upon approval by City Council, JHC can proceed with the construction of the detention pond in conjunction with Truman Trail 2B.

The Contract was originally approved by Council on February 8, 2024, in the amount of $8,193,540. The total amount of the contract, including this modification, will be $8,693,540.
