On September 10, 2026, City Council authorized the transmittal of the draft 2026 Capital Improvements Element (CIE) Annual Update, which supports the City's Development Impact Fee Program, for regional and state review. The update includes the Five-Year Community Work Program and annual financial reporting associated with the collection and expenditure of development impact fees.

Following completion of the review process and approval by the Georgia Department of Community Affairs (DCA), a resolution formally approving the 2026 CIE Annual Update must be considered by City Council.  Annual adoption is required to ensure compliance with the Georgia Development Impact Fee Act, support continued administration of the City's Development Impact Fee Program, and maintain the City's Qualified Local Government status and eligibility for certain state funding and permitting programs.
