26. Authorize the City Manager to Execute a Construction Contract for the Repair of the Joe Tribble Park Lake with Johnson-Laux (LOCAL, DBE) in an Amount Not to Exceed $2,492,614. This work will fill in all voids that have formed under the current breached area and replace the walking trail in the affected area. (Capital Projects)

Description

This contract is for the repair of Joe Tribble Park with Johnson-Laux in the amount not to exceed $2,492,614. In late December of 2021, the water level at Joe Tribble Park lake began to decrease. The City engaged our on-call geotechnical engineer, who determined that water was seeping out through the lake bottom and leaving large voids in the embankment. The designed solution will include the construction of a 12-foot wide clay wall along the embankment on the west side of the lake down to an elevation of (-)5. The work will also include filling in all voids that have formed under the current breached area and replacing the walking trail in the affected area. After the work is complete the lake will be refilled.

The State of Georgia’s job order contract will be used to perform this project to meet time constraints and City ordinance requirements. The State of Georgia’s job order contract is considered a convenience contract that is available for use by all State, City, and County public entities. The purpose of this contract is to provide multi-traded general construction services to accomplish small to medium-sized projects for repair, alteration, modernization, rehabilitation, renovation, and minor new construction to infrastructure, buildings, structures, or other real property. The State of Georgia used a competitive bidding procedure to select contractors to perform these services for this project. The general contractor will be Johnson-Laux and they will be using Blue, Incorporated as the subcontractor to build the clay wall. Delivery: As requested.  Terms:  Net 30 days.

A pre-proposal meeting was not conducted as these goods are being procured through the use of a state contract agreement. (A) Indicates local, DBE business.
