November 13, 2025 City Council Regular Meeting
Title
11. Authorize the City Manager to Execute a Contract for a Disaster Recovery Base and Support Services with MLU Services (Primary), USA Upstar (Secondary), and Ashbritt (Tertiary) in an Amount that Will Vary Based on the Severity of the Natural Disaster. (Emergency Management)
Strategic Priority
GOAL 1: Increase Public Safety and Our Collective Sense of Security
Description

This is for an annual contract with MLU Services (Primary), USA Upstar (Secondary), and ABML (Tertiary) in an amount that will vary based on the severity of the natural disaster.   Pre-existing agreements for resources in a disaster help to ensure the timely provision of services from reliable sources. Critical Workforce personnel are required to respond to and work disasters, particularly at a time when residents and businesses are evacuating. Depending on the severity of the storm, there could be damages to City offices, employee homes and local businesses. An incident base is meant to serve as a temporary point of logistics until City facilities and homes can be re-occupied. The impact of the action is adding to the City’s resource management network and enabling us to house, feed and provide office space for employees during and after a major disaster. A portion of these expenses may be reimbursable by FEMA only if there is a Presidential Disaster Declaration.
