Description This is for Contract Modification No.1 for Landfilling of Biosolids and Contaminated Soil Disposal to Waste Management in the amount not to exceed $2,950,000 related to two City Service Centers as detailed below.
The Water Reclamation Department is requesting a modification to the existing contract in the amount of $1,800,000. This increase is due to the volume of solids transported from the President Street facility at the contracted solidification rate of $104.00 per ton, in addition to sludge transported from the regional facilities at a rate of $30.00 per ton. Based on state regulatory requirements and the high volume of sludge, all material must undergo a solidification process before disposal at the landfill, which comes at an increased cost. This process is necessary to meet landfill acceptance criteria and ensure compliance with environmental standards. Due to the significant volume of biosolids delivered from the President Street location, the landfill has also been required to perform additional treatment to properly manage and process the material. In 2023, a total of 17,181 tons of sludge were delivered to the landfill. In 2024, that volume increased to 22,104 tons.
In addition, the Office of the Chief of Planning and Economic Development is requesting a modification in the amount of $1,150,000 to bring the total modification of this contract to $2,950,000. This modification will be for soil hauling of 4000 tons at $287.50 per ton for hauling the contaminated soil from the Enmarket Arena westside surface lot. APAC-Atlantic will be loading the soil on the trucks for Waste Management. The soil hauling will be completed within 4-6 weeks, with the total project completed within 6-9 months. This will be taken out of the Capital Project Fund (OP0544).
This contract term expires on December 31, 2025. This contract was originally approved on November 1, 2020, in the amount of $500,000. The total amount of this annual contract with Waste Management, including Contract Modification No. 1, is $3,450,000.
