11. Authorize the City Manager to Execute a Contract for Design Services for The New Floyd Adams, Jr. Complex with Hussey Gay Bell (LOCAL) an Amount Not to Exceed $3,200,000. This will include comprehensive design services for a new office building adjacent to the Administration Building at the Floyd Adams, Jr. Complex on Interchange Drive. The scope of work includes surveying, geotechnical engineering, architectural design, structural and civil engineering, mechanical, electrical, and plumbing engineering, and landscape design to develop the construction plans and specifications required to construct the project. Description

This is to procure Design Services for the New Floyd Adams, Jr. Complex from Hussey Gay Bell in the amount of $3,200,000.

 

This will include comprehensive design services for a new office building adjacent to the Administration Building at the Floyd Adams, Jr. Complex on Interchange Drive. The scope of work includes surveying, geotechnical engineering, architectural design, structural and civil engineering, mechanical, electrical, and plumbing engineering, and landscape design to develop the construction plans and specifications required to construct the project. Additionally, the design services include obtaining project permits, performing construction administration, and completing project closeout.

The new office building will provide a permanent location for multiple City departments, reducing reliance on leased office space and consolidating operations into a city-owned facility. Once constructed, this new facility will improve operational efficiency, lower long-term leasing costs, and enhance interdepartmental collaboration. The project consists of a multistory office building at the south end of the Interchange Drive, with approximately 30,000 square feet per floor to accommodate City departments, along with a vacant top floor reserved for future expansion. The building’s exterior will be designed to complement the existing Administration Building.

This is a sole source request, as the project is an extension of the Floyd Adams, Jr. Complex project designed by the same Designer of Record, Hussey Gay Bell. Their fee proposal aligns with comparable projects in the local market. Retaining the same design team will ensure continuity and efficiency throughout both the design and construction phases.
