13. Authorize the City Manager to Execute a Contract for the Thomas Gamble Building Renovations with JE Dunn Construction Company in an Amount Not to Exceed $23,489,566. This contract is undertaking a comprehensive renovation of the Historic Thomas Gamble Building, constructed in 1877 and acquired by the City in 1943. Originally used as a shipping and receiving warehouse, the building has undergone several transformations over the years to accommodate various offices. (Capital Projects)

Description

This is for the approval of a construction contract for the renovations of Thomas Gamble Building from JE Dunn Construction Company in the amount of $23,489,566. This contract is undertaking a comprehensive renovation of the Historic Thomas Gamble Building, constructed in 1877 and acquired by the City in 1943. Originally used as a shipping and receiving warehouse, the building has undergone several transformations over the years to accommodate various offices. To aid the renovation design, a selective demolition project was completed in 2023 to remove non-historic material and also included asbestos and lead paint abatement. This construction project includes structural stabilization, historic rehabilitation, and critical upgrades to mechanical, electrical, plumbing, and fire protection systems. Additionally, a new elevator and stairs will be installed, and interior renovations will transform the space into offices, meeting rooms, and administrative areas to support City operations while preserving the building’s historic character. The building will support more than 80 city employee workspaces.

City staff worked closely with the architect and contractor to refine the construction price through creative value engineering measures, reducing the cost from the original bid of $25,721,066 to $23,489,566—an 8.7% reduction. This effort helps keep costs down without making significant changes in scope.
