Description

Contract modification No. 2 is the final closeout amendment for the DeLesseps Avenue Improvement Project with APAC-Atlantic, Inc. in the amount of $400,000. The DeLesseps Avenue Improvement Project includes adding sidewalks and bike lanes in both the East and West directions. This project also improves drainage by adding curb and gutter, pipe, and drainage inlets along the limits of the project. Pedestrian facilities at two existing traffic signals are being upgraded. The limits of the project are along DeLesseps Avenue from Waters Avenue to Skidaway Road.

The original construction contract was awarded as a unit price contract, which is typical for transportation projects. These types of contracts estimate quantities during design based on available survey information, subsurface assumptions, and anticipated construction conditions. As is typical with unit price contracts, final compensation is based on the actual quantities of work installed in the field. During construction, several bid items exceeded the original estimated quantities due to differing field conditions encountered during utility installation, additional work necessary to complete the roadway improvements, final field measurements, and adjustments to quantities that were originally underestimated during design. This Final Closeout Amendment provides for the final quantity reconciliation necessary to complete the project.

During construction, several key intersections required more extensive utility and drainage work than originally anticipated. In these areas, the existing roadway base was significantly disturbed by water, sewer, and storm drainage relocations and improvements. Rather than patching the disturbed areas and leaving a mix of base material beneath the new pavement, the project team replaced the entire intersections with new Graded Aggregate Base (GAB). The majority of the project cost increases are associated with these GAB quantity overruns, as well as additional water and sewer relocations that were prudent to complete while the intersections were fully uncovered. This approach provides a better long-term result for the City. It creates a more uniform and stable base beneath the new pavement, particularly at heavily used intersections, and reduces the potential for uneven settlement, pavement cracking, and future maintenance issues. The additional work helps ensure that the final intersections are not only restored, but rebuilt to a cleaner and more durable condition.

Contract Modification No. 1 in the amount of $1,655,000 was previously approved by City Council on June 22, 2024, increasing the contract amount from the original contract value of $6,910,645 to $8,565,845. This final closeout amendment increases the contract amount by $400,000 for final quantity reconciliation and completion of the remaining work associated with the Skidaway Avenue and LaRoche Avenue intersection improvements. The revised total contract amount will be $8,965,845.

Contract Modification No. 2 includes a contract time extension that establishes a substantial completion date of August 3, 2026. The additional contract time is required to accommodate the remaining utility, grading, paving, and intersection improvements associated with the final adjusted quantities, including modifications made to the final section of the project at the Skidaway Avenue and LaRoche Avenue intersection, and to allow for the completion of all remaining construction activities and project closeout.
