Description

The owner of 317 East 31st Street (PIN 20053 26012), Jonathan McLeroy, has petitioned to have a portion of East 31st Lane behind his home declared surplus and available for sale.

According to O.C.G.A 32-7-1, a municipality possesses the authority to declare surplus unneeded rights of way (R/W) and offer such surplus property for sale to adjacent owners. As per Georgia law, the R/W will be offered for sale to adjoining property owners. Mr. McLeroy seeks to acquire the area and extend his property.

If this sale is approved, then the City will retain a utility easement for continued maintenance of an existing Sanitary Sewer line. The sale price of the subject area (0.016 acres or 693 SF) will be $4,000; which is calculated at 50% of the average unit land value of adjoining parcels as established by the Chatham County Board of Assessors.  That appraised unit value is $11.50/SF. In addition, owners fronting remaining portions of the lane will be contacted to inquire if they are interested in buying part as well.

The petition has been reviewed and approved by Development Services, Public Works and Water Resources, Greenscapes, Planning & Urban Design, Police, Fire, and Real Estate Services. 

Further request authorization for the City Manager to execute quitclaim deeds and any associated closing documents.
