18. Authorize the City Manager to Execute a Contract for Well Maintenance Services with Layne Christensen (LOCAL) in an Amount Not to Exceed $175,000. The well maintenance services will be utilized to service City wells for preventive maintenance and repairs including video inspection, flow testing, and repairs to well pumps and casings. Five wells are pulled on a cycle for complete inspection and maintenance and repairs. (Water Supply & Treatment)

Description

This procurement is for an annual maintenance agreement for well maintenance with Layne Christensen in an amount not to exceed $175,000. The Water Supply and Treatment Division will use this contract for maintenance of the 47 City wells to provide safe, potable water at pressures and flows that accommodate residential, commercial, and industrial needs and fire protection. Service will include routine preventive maintenance and repairs including video inspection, flow testing, and repairs to well pumps and casings. Five wells are pulled on a cycle for complete inspection, maintenance, and repairs.

 

Per section 2-4061 of the City of Savannah Ordinance, if a local company is within seven (7%) percent of the lowest responsive and responsible bidder, the local business shall be given the opportunity to match the pricing of the lowest responsive and responsible bidder. Layne Christensen, a local company, was given the opportunity to match the line pricing of the bid submitted by Woodrow Sapp Well Drilling and agreed to match. The bid was advertised, opened, and reviewed. The contract term expires on March 23, 2024, and includes four annual renewal options.
