Description Recommend approval to renew an annual contract for maintenance of utility and tax collection software with MS Govern in the amount of $102,689.42. The agreement will provide maintenance and support services for the MS Govern system, which is used: to collect property taxes, for central cashiering, for business license processing and utility billing. The application also allows secured access for property tax payment processing for the general public. In 2020, this software was used to generate nearly 450,000 utility bills, over 75,000 property tax bills and notices and more than 10,000 business and alcohol notices. This is a sole source because MS Govern is the original developer of the software. It is critical to have maintenance and support from the original provider to ensure authorized, knowledgeable, and timely vendor support when it is necessary as well as the provision of upgrades and database upkeep.
