25. Authorize the City Manager to Execute Contract Modification No. 6 for Delesseps Avenue Construction Administration Services with Thomas and Hutton Engineering (LOCAL) in the Amount of $249,695. This modification will provide construction inspection, answering requests for information (RFIs) and associated plan revisions, reviewing shop drawings, change orders, contractor pay requests and other contractor submittals, conducting site visits or attending meetings when requested by the City and producing record drawings. Description

This contract modification no. 6 is for construction administration services to Thomas and Hutton Engineering (LOCAL) for the Delesseps Avenue project in the amount of $249,695. The original contract with Thomas and Hutton Engineering did not include construction administration services. This amendment for construction administration services includes construction inspection, answering requests for information (RFIs) and associated plan revisions, reviewing shop drawings, change orders, contractor pay requests and other contractor submittals, conducting site visits or attending meetings when requested by the City, and producing record drawings. 

 

The DeLesseps Avenue Improvements project implements the City of Savannah’s Complete Streets ordinance. The project will include adding sidewalks and bike lanes in both the east and west directions. This project will also improve drainage by adding curb and gutter, pipe, and drainage inlets along the limits of the project. Pedestrian facilities at two existing traffic signals will be upgraded. The limits of the project are along DeLesseps Avenue from Waters Avenue to Skidaway Road. Construction is currently underway and completion is expected in the 4th quarter of 2025. 

 

The Thomas and Hutton contract was procured through a Request for Qualifications (RFQ) following the Georgia Department of Transportation (GDOT) plan development process (PDP). Selection of the consultant was based on qualifications only and the fee was negotiated with the highest-scored proposer. The original contract was not scoped for the construction phase of the project. The original contract was approved by City Council on March 21, 2013, in the amount of $445,000. Contract modification no. 1 was approved by City Council on October 30, 2014, in the amount of $83,000. Contract modification no. 2 was approved by City Council on March 3, 2016 in the amount of  $8,600. Contract modification no. 3 was approved by City Council on June 9, 2016, in the amount of $91,300. Contract modification no. 4 was approved by City Council on July 6, 2017 in the amount of $42,000. Contract modification no. 5 was approved by City Council on January 16, 2020, in the amount of $20,650. The total amount, including this modification, is $940,245.
