Description

This is for a pre-construction services contract with Garney Companies, Inc. for the expansion of the Industrial & Domestic Water Treatment Facility in an amount not to exceed $700,000. The City of Savannah is experiencing unprecedented industrial development and residential growth, along with permit restrictions on groundwater use. Therefore, demand for water from the I&D Surface Water Treatment Facility has significantly increased in recent years, and continued growth is anticipated. The City’s ability to remain the primary drinking water supplier to the growing Savannah region depends on the I&D Water Treatment Facility. To meet existing and future water demands as well as regulatory requirements, the I&D Water Treatment Facility and accompanying water distribution system must undergo the most significant upgrades in their history. Planned capital improvements include repairs to the existing raw water pipelines, expanded chemical storage and feed systems, new elevated storage tanks in the distribution system, and upgrades to various aging infrastructure at the I&D Water Treatment Facility.

Garney Companies, Inc. will perform the requested pre-construction services that were outlined in the City’s procurement. This contract was procured through a Request for Proposals (RFP) and based on qualifications only, consistent with GEFA procurement requirements. The City intends to enter into a construction services contract with Garney Companies, Inc., if mutual agreement is reached on one or more of the Guaranteed Maximum Price (GMP) proposals, and the City Council takes formal action to award the recommended GMP proposals at a future City Council meeting. It is our intent to share updates on the project with City Council as the pre-construction work phase is executed.

 

Three proposals were received in response to this event. Of those, one proposal did not meet minimum qualifications, and the other two proposals were scored and interviewed before a selection committee of City staff, and the proposals were fully scored.
